ONE:On the 20th of June, when the Bill was in committee of the Peers, the Lord Chancellor urged his objection to the retrospective clause, as unsettling the rights of property. The report being brought up on the 25th, he repeated his objections, and moved that the retrospective clause should be omitted. The motion was negatived. On the 2nd of July, the day fixed for the third reading, his brother, Lord Stowell, made a similar motion, which was also defeated. The Lord Chancellor moved the insertion of a clause for giving validity to deeds, assignments and settlements made by persons having claims on any property affected by the Bill. The Marquis of Lansdowne opposed this clause, which, he said, would give the Bill the effect of declaring children legitimate and yet disinheriting them��"of peopling the House of Lords with titled beggars." This clause having been negatived on a division, the Lord Chancellor proposed another to the same effect, with the addition of the words, "for good and valuable consideration." This also was rejected by a majority. This was too much for the temper of Lord Eldon, so long accustomed to have his way in that House. Irritated at being repeatedly thwarted in his efforts, on declaring the numbers he exclaimed with vehemence, "My lords, ten days ago I believed this House possessed the good opinion of the public, as the mediator between them and the laws of the country; if this Bill pass to-night, I hope in God that this House may still have that good opinion ten days hence. But to say the best of this measure, I consider it neither more nor less than a legal robbery, so help me God! I have but a short time to remain with you, but I trust it will be hereafter known that I used every means in my power to prevent its passing into law." Thenceforth the Lord Chancellor became sulky with his colleagues, feeling himself dragged on by their too rapid progress. He was very reluctant to attend their Cabinet meetings, and absented himself whenever he could make any excuse. In reply to a summons from Mr. Peel, the Home Secretary, to attend a meeting on the Alien Act, he answered that he could not possibly attend, adding, "My absence, however, can be of little, and possibly of no consequence." The Session ended on the 6th of August; the Parliament being prorogued by the king in person.

ONE:The irritation arose from the fact that the force of public opinion was wresting political power from the families that had so long held it in well-assured possession as their hereditary right. Mr. Canning appeared before them as the man in whom that opinion had triumphed��who, by his own talents and merit alone, had risen to the first position in the State, to be, in fact, the chief ruler, the acting Sovereign of the empire. Hence the mortification, hence the factious wrath that was poured upon his devoted head. They succeeded in victimising a statesman of whom, as Englishmen, they ought to have been proud, vainly hoping that they could thereby maintain the domination of their order in the Government of the country. They were aware that the state of Mr. Canning's health was not good. He had all the exquisite sensibility as well as the pride of genius. His finely strung nervous system had been overwrought by incessant labour and anxiety, and irritated by the unworthy and unmerited attacks to which he had been subjected. He suppressed his feelings with a manly self-control, and a noble disdain of the mean and virulent assaults upon him. But he felt keenly, nevertheless, and the more carefully he hid the wounds of his mind, the more fatally the poisoned shafts rankled within.It was in these grave circumstances that Lord North, on the 5th of March, 1770, brought forward his bill, based on the terms of Lord Hillsborough's letter to the American governors, to repeal all the import duties except that on tea. This was one of those half-and-half measures which never succeed; it abandoned the bulk of the duties, but retained the really obnoxious thing��the principle. Grenville very truly told them that they should retain the whole, or repeal the whole. Lord Barrington and Welbore Ellis, in their dogged Toryism, protested against repealing a single item of them; and the Opposition, Barr��, Conway, Meredith, Pownall, etc., as earnestly entreated them to remove the duties altogether, and with them all cause of irritation. The motion for leave to bring in the bill was carried by two hundred and four votes to one hundred and forty-two. During the debates it was shown that, during the financial year, the American tea duties had produced��not the calculated ten or twelve thousand, but less than three hundred pounds! For such a sum did our legislators risk a civil war. As a last effort on this question at this time, the Opposition, on the 1st of May, called for the correspondence with America; and, on the 9th, Burke moved nine resolutions on the general topic. They were not only negatived, but a similar motion, introduced into the Peers by the Duke of Richmond, met the same fate.

ONE:On the 6th of November came down that fierce Russian winter of which Buonaparte had been so long vainly warned. To clear his retreat of this obstruction, Buonaparte dispatched Victor to repulse Wittgenstein and support St. Cyr. But this was only part of the evil tidings which came in simultaneously with winter. Two thousand recruits from France, under Baraguay d'Hilliers, had been surprised and taken prisoners on the road to Kaluga, and other detachments in other quarters. On arriving at Smolensk Buonaparte's troops had acquired such a wild, haggard, and ragged appearance that the garrison at first refused to admit them; and many perished before they could be relieved from the stores. They had no shelter amid the terrible frost but wretched sheds, reared from half-burnt timber, against the fire-blackened walls.

THREE:On the passage, the squadron of Sir John Warren came in sight of the French fleet of Villaret-Joyeuse, of nine ships of the line, but it bore away, and left them to pursue their course. They entered the Bay of Quiberon on the 25th of June and, after much wrangling as to the best situation for landing, they put the troops ashore at the village of Carnac. There they were immediately joined by Georges Cadoudal, d'All��gre, Dubois-Berthollet, and other Chouan chiefs, with about four thousand or five thousand of their wild and bandit-looking soldiers. Along with the Chouans came troops of peasants, crying "Vive le Roi!" and bringing in abundance of fresh eggs, poultry, and other provisions. Puisaye was delighted, and felt confident that all Brittany was ready to rise. But this delusion was soon dissipated. The Emigrants, accustomed to regular armies, looked with contempt on this wild and ragged band, and they, on their part, were not restrained, on the landing of the arms and uniforms, from seizing and carrying them off, without much exertion on the part of Puisaye. There was danger of bloodshed. At length, in about a couple of days, ten thousand of them were put into red coats, and furnished with muskets. But fatal dissensions prevented all operations. Puisaye proposed to march up the country, seize different towns, such as Vannes and Rennes, and take up their position behind the Mayenne; but d'Hervilly refused to march till the troops were formed into regular regiments, and the Emigrants joined him in despising the Chouans, and in complaining that they had not been taken to La Vend��e to join Charette. Puisaye and d'Hervilly also disputed the supreme command, and Puisaye had to dispatch letters to London, to Count d'Artois, on the subject. At length, after five days had been wasted in this contention, Puisaye proposed that they should endeavour to carry Fort Penthi��vre, which stood on a small peninsula on Quiberon Bay, and was united to the main land by a sandy isthmus. To this d'Hervilly consented, and Sir John Warren agreed to support him in the attempt. On the 1st of July Warren began to bombard the fort, and on the 3rd, the place being warmly assailed by both the British and the Chouans, the Republicans surrendered. Meanwhile, Puisaye had sent off emissaries all over Brittany, to rouse Sc��peaux, Charette, Stofflet, and the rest of the insurgent chiefs. The news of the landing had flown all over Brittany in a few days, and the Royalists were full of joy.

THREE:In Calabria, the two sons of Ferdinand of Naples, Prince Francis and Prince Leopold, in conjunction with General Damas, held a force of fourteen thousand men, and endeavoured to arouse the mountaineers, and repel the advance of the French; but Regnier was dispatched against them, with a force of ten thousand, and soon defeated and dispersed the Neapolitans, making himself master of all the country, except the towns and fortresses of Maratea, Amantea, and Scylla. After three days of a bloody contest, Regnier took Maratea, and gave it up to the soldiery. These atrocities aroused the mountaineers to such fury, that they beset and harassed the French on their march to Amantea like so many demons. Their progress was arrested: Amantea stoutly resisted; Scylla, though taken, was invested by enraged Neapolitans and peasantry, and Reggio was again wrested from them. At this crisis arrived Sir John Stuart in Sicily, to reinforce and take the command of the British troops, and, at the earnest entreaty of the queen, Sir John crossed into Calabria.

TWO:The Duke of Wellington was informed, at Brussels, on the same day, of this attack of Napoleon on the Prussians at Ligny, and of the British advance, under the Prince of Orange, at Quatre Bras. It has been said that he was taken by surprise. Quite the contrary. He was waiting in the most suitable position for the movement of Buonaparte. This was announced to him by a Prussian officer of high rank, said to be Baron Müffling, who arrived at half-past one at his hotel in Brussels. Wellington immediately dispatched orders to all the cantonments of his army to break up and concentrate on Quatre Bras, his intention being that his whole force should be there by eleven o'clock the next night, Friday, the 16th. At three o'clock his Grace sat down to dinner, and it was at first proposed that notice should be sent to the Duchess of Richmond to put off a ball which she was going to give at her hotel that evening; but, on further consideration, it was concluded to let the ball proceed, and that the Duke and his officers should attend it, as though nothing was about to occur, by which the great inconvenience of having the whole city in confusion during their preparations for departure would be avoided. Accordingly, every officer received orders to quit the ball-room, and as quietly as possible, at ten o'clock, and proceed to his respective division en route. This arrangement was carried out, and the Duke himself remained at the ball till twelve o'clock, and left Brussels the next morning (April 16) at six[95] o'clock for Quatre Bras. Such were the facts which gave rise to the widespread report that the Duke knew nothing of the attack of Napoleon till the thunder of his cannon was heard by the Duke of Brunswick in the ball-room.

THREE:General Evans had taken the command of the Spanish Legion, which throughout the whole of the campaign was encompassed with difficulties and pursued by disasters, without any military success sufficiently brilliant to gild the clouds with glory. He complained that no adequate provision was made for the support of those who were in the Legion. At Vittoria they were placed for four months in uninhabited convents, without bedding, fuel, or supplies of any kind. Not less than 40 officers and 700 men fell victims to their privations. The worst consequence was, however, the total demoralisation of the troops. Theirs was not honourable war, it was butchery. They were massacring a fine and independent people, who had committed no offence against Britain. Ill treatment, want of food and of clothing, habits of insubordination and mutiny, and want of confidence in their officers, had produced their natural effects. Let them palliate the disaster as they would, there was no doubt, he said, of the fact that a large body of Britons had suffered a defeat such as he believed no British soldiers had undergone in the course of the last five or six hundred years. THREE:After these victories an armistice was agreed upon, as a preliminary to negotiations. The result was submission on the part of the Mahrattas, and the occupation of Gwalior by British troops. The Governor-General then imposed the terms of peace, which did not include the seizure of any territory, but consisted solely in the usurpation of[595] sovereignty. The Mahrattas were compelled to disband their army and abolish their government. The supreme authority was lodged in a Council of men devoted to the East India Company, whose President was to receive his instructions from the British Resident. A new army was organised as a contingent, which was to be at the service of the Indian Government when required. Until the majority of the reigning Prince, the administrators of the Government were to act on the British Resident's advice, not only generally or in important points, but in all matters wherein such advice should be offered.

His friend��if such monsters can be said to have any friends��Barr��re, who belonged to the timid Plain till the Girondists were[424] overthrown, now became his active agent. He proposed, on the 7th of August, that William Pitt should be proclaimed the enemy of the whole human race, and that a decree should be passed that every man had a right to assassinate him. On the 9th it was announced that the Republic was completed; that H��rault de S��chelles had produced a new and perfect constitution, which was at once adopted by the Convention. It was a constitution containing all the doctrines of the Mountain, in the bombast of that truculent faction. As it was quickly set aside, we need not detail its principles. Then this constitution was celebrated on the 10th of August, the anniversary sacred to the downfall of monarchy. Next followed fresh executions, among the most notable victims being Marie Antoinette (October 16) and Madame Roland (November 9), while most of the prominent Girondists were hunted down and killed.$69/m

Popular TWO:On the 21st of March a Committee which had been appointed early in the Session to inquire into the public income and expenditure, and to suggest what might in future be calculated on as the clear revenue, presented its report through Mr. Grenville, their chairman. On the 29th, Pitt, in a Committee of the whole House, entered upon the subject, and detailed the particulars of a plan to diminish progressively and steadily the further debt. It appeared from the report of the select Committee that there was, at present, a clear surplus revenue of nine hundred thousand pounds sterling, and that this surplus could, without any great additional burthen to the public, be made a million per annum. This he declared to be an unexpected state of financial vigour after so long and unfortunate a war. The plan which he proposed was to pay two hundred and fifty thousand pounds quarterly into the hands of Commissioners appointed for the purpose to purchase stock to that amount, which was under par, or to pay stock above par, and thus cancel so much debt. In addition to this, the annuities for lives, or for limited terms, would gradually cancel another portion. All dividends arising from such purchases were to be similarly applied. Pitt calculated that by this process, and by the compound interest on the savings to the revenue by it, in twenty-eight years no less than four millions sterling per annum of surplus revenue would be similarly applied, or employed for the exigencies of the State. By this halcyon process he contemplated the eventual extinction of that enormous debt, to pay the mere interest of which every nerve had been stretched, and every resource nearly exhausted. In a delightful state of self-gratulation, Pitt declared that he was happy to say that all this was readily accomplishable; that we had nothing to fear, except one thing��the possibility of any Minister in need violating this fund. Had the original Sinking Fund, he said, been kept sacred, we should have had now very little debt. To prevent the recurrence of this fatal facility of Ministers laying their hands on this Fund, he proposed to place it in the hands of Commissioners, and he declared that "no Minister could ever have the confidence to come down to that House and desire the repeal of so beneficial a law, which tended so directly to relieve the people from their burthens." He added that he felt that he had by this measure "raised a firm column, upon which he was proud to flatter himself that his name might be inscribed." He said not a word about the name of Dr. Price being inscribed there, to whom the whole merit of the scheme belonged; he never once mentioned his name at all. On his own part, Dr. Price complained not of this, but that he had submitted three schemes to Pitt, and that he had chosen the worst.$99/m

TWO:A very different man was patriotic Daniel Defoe (b. 1663; d. 1731). Defoe, who was engaged in trade, and was the introducer of pantiles, was a thorough Whig, or, as we should now call him, a Radical in politics. He was one of those rare men who look only at the question before them, and who are, therefore, found almost as often calling to account the party to which they nominally belong, as rebuking the faction to which they are opposed. His principle was essentially "measures, not men," and thus[150] he was one of the zealous supporters of Godolphin and his ministry in accomplishing the union with Scotland; and equally so of Harley and Bolingbroke, for establishing a commercial treaty with France. He was much more useful to reform than liked by so-called reformers, and was continually getting into trouble for his honest speaking. From the age of twenty-three to that of fifty-eight, his pen had scarcely a moment's rest from advocating important political and social subjects, and there was a force of reason, a feeling of reality, a keenness of wit and satire, in his compositions that gave them interest and extensive attention.But during these transactions France and England had not been idle. A new alliance had been signed at Hanover between England, France, and Prussia, to which soon after were added Denmark and Holland. The real objects of this treaty were to counterbalance that between Spain, Austria, and Russia, to compel the dissolution of the Ostend Company, and to prevent the menaced assistance to the Pretender. This was the celebrated Treaty of Hanover.
