TWO:The aspect of affairs in Spain at the commencement of 1810 was gloomy in the extreme. Scarcely a town, fortress, or army remained to the Spaniards; yet, perhaps, never did Napoleon feel a deeper anxiety concerning it. The spirit of the people had shown that it could not be easily subdued. He might beat its regular troops, and compel the surrender of cities, after long and severe sieges, but there still remained a whole population hostile to him. Throughout all the mountain districts the inhabitants might be said to be still in arms against him, and there was a fire burning in the general Spanish heart that might at any moment blaze up into a dangerous flame, or, if not, must wear out his troops, his energies, and his resources. Napoleon had yet to discover that it is impossible to subdue the people of a mountainous country, so as to rule them in peace, if they are at heart opposed to the ruler.
THREE:During the Session, however, a Bill was passed sanctioning the establishment of a company which had been formed several years before, for trading to the new settlement of Sierra Leone, on the coast of Africa. In 1787 this settlement was begun by philanthropists, to show that colonial productions could be obtained without the labour of slaves, and to introduce civilisation into that continent through the means of commerce carried on by educated blacks. In that year four hundred and seventy negroes, then living in a state of destitution in London, were removed to it. In 1790 their number was increased by one thousand one hundred and ninety-eight other negroes from Nova Scotia, who could not flourish in so severe a climate. Ten years after the introduction of the blacks from Nova Scotia, five hundred and fifty maroons were brought from Jamaica, and in 1819 a black regiment, disbanded in the West Indies, was added. The capability of this settlement for the production of cotton, coffee, sugar, etc., was fully demonstrated; but no spot could have been selected more fatal to the health of Europeans. It is a region of deep-sunk rivers and morasses, which, in that sultry climate, are pregnant with death to the white man.The next day the battle paused, as by mutual consent; and as it was evident that the French must eventually retreat, this day should have been spent in preparing temporary bridges to cross the rivers; but, as at Moscow, the presence of mind of Buonaparte seemed to have deserted him. He dispatched General Mehrfeldt to the Allied monarchs, to propose an armistice, on condition that he would yield all demanded at the previous ConferencePoland, and Illyria, the independence of Holland, Spain, and Italy, with the evacuation of Germany entirely. Before he went Mehrfeldt informed him that the Bavarians had gone over in a body to the Allies. But in vain did Buonaparte wait for an answernone was vouchsafed. The Allied monarchs had mutually sworn to hold no further intercourse with the invader till every Frenchman was beyond the Rhine.
THREE:Nor did these terms contain anything like the extent of tyranny imposed on the conscience of the nation by these monarchs. By the 29 Elizabeth it was provided that what right or property any person might dispose of, or settle on any of his[162] family, should still be liable to these penalties if the proprietor and disposer of them neglected to go to church. So that a son might be deprived of lands or other property settled upon him at his marriage, or at any other time, if his father ceased to attend church, though he himself went punctually; and by the 21 James I. the informers were stimulated by great rewards to lay complaints against all whom they could discover offending. And, moreover, any person was to be considered an absentee from church, and liable to all the penalties, who did not remain in church during the whole time of the service; and, also, not only on Sundays, "but upon all the other days ordained and used to be kept as holidays." All these odious enactments were left in force by the Toleration Act, except that they did not compel every one to go to church, but to some licensed place of worship.A combination of circumstances invested the accession on the 20th of June, of the Princess Victoria, with peculiar interest. She was the third female Sovereign called to occupy the throne since the Reformation; and like those of Elizabeth and Anne, her reign has served to mark an era in British history. The novelty of a female Sovereign, especially one so young, had a charm for all classes in society. The superior gifts and the amiable disposition of the Princess, the care with which she had been educated by her mother, and all that had been known of her private life and her favourite pursuits, prepared the nation to hail her accession with sincere acclamations. There was something which could not fail to excite the imagination and touch the heart, in seeing one who in a private station would be regarded as a mere girl, just old enough to come out into society, called upon to assume the sceptre of the greatest empire in the world, and to sit upon one of the oldest thrones, receiving the willing homage of statesmen and warriors who had been historic characters for half a century. We are not surprised, therefore, to read that the mingled majesty and grace with which she assumed her high functions excited universal admiration, and "drew tears from many eyes which had not been wet for half a lifetime;" and that warriors trembled with emotion, who had never known fear in the presence of the enemy. When the ceremony of taking the oath of allegiance had been gone through, her Majesty addressed the Privy Council:"The severe and afflicting loss which the nation has sustained by the death of his Majesty, my beloved uncle, has devolved upon me the duty of administering the government of this empire. This awful responsibility is imposed upon me so suddenly, and at so early a period of my life, that I should feel myself utterly oppressed by the burden, were I not sustained by the hope that Divine Providence, which has called me to this work, will give me strength for the performance of it; and that I shall find in the purity of my intentions, and in my zeal for the public welfare, that support and those resources which usually belong to a more mature age and to long experience. I place my firm reliance upon the wisdom of Parliament, and upon the loyalty and affection of my people."
THREE:Parliament assembled on the 9th of January, 1770. People had been surprised at the unusual delay in summoning it, considering the critical state of America, but they were much more surprised when the subject put foremost in the king's speech was a lamentation over the murrain which[197] had appeared amongst horned cattle during the recess, and which Ministers had taken some measures to stop without calling together Parliament. It was true that he afterwards alluded to the state of affairs in America, and trusted some means would be devised by Parliament to appease the irritation. But whilst war itself appeared imminent there, whilst the whole country at home was in a state of high discontent, and the Spitalfields weavers were at this moment in a state of open riot, the idea of giving the chief place in the royal speech to horned cattle caused a burst of universal ridicule. It was thenceforth called the "Horned Cattle Session." Junius launched one of his fierce missives at the Duke of Grafton, observing, "Whilst the whole kingdom was agitated with anxious expectation on one great point, you meanly evaded the question, and, instead of the explicit firmness and decision of a king, gave us nothing but the misery of a ruined grazier."Amongst the followers of Whitefield became[170] conspicuous Rowland Hill, Matthew Wilks, and William Huntington. Of the followers of Whitefield, Selina, Countess of Huntingdon, became the patron, as she had been of Whitefield himself, whom she made her chaplain. This remarkable woman founded schools and colleges for the preachers; and so completely did she identify herself with this sect that it became styled "Lady Huntingdon's Society." Perhaps the most celebrated of these preachers, after Whitefield, was Rowland Hill, who was a younger son of Sir Rowland Hill, of Hawkstone, in Shropshire. He was educated at Cambridge for the Church of England, but preferred following Whitefield, and for many years went about preaching in the open air, like Whitefield, in different parts of the country, and particularly amongst the colliers of Kingswood. In 1783 his chapel, called the Surrey Chapel, being built, he settled in London, and continued his ministry in the metropolis till his death in 1833, at the age of eighty-eight. Rowland Hill was as much celebrated for his humour and eccentricity, which he carried into his preachings, as for his talents. He was also an author of various productions, the most popular of which were his "Village Dialogues."
