But though Pitt ceased to be a Parliamentary reformerand by degrees became the most determined opponent of all reformhe yet made an immediate movement for administrative reform. He took up the plans of Burke, praying for a commission to inquire into the fees, gratuities, perquisites, and emoluments received in the public offices, with reference to existing abuses. He stated that, alreadyacting on the information of reports of the Board of Commissioners appointed in Lord North's timefixed salaries, instead of fees and poundages, had been introduced in the office of the land-tax, and the Post Office was so improved as to return weekly into the Treasury three thousand pounds sterling, instead of seven hundred sterling. Similar regulations he proposed to introduce into the Pay Office, the Navy and Ordnance Office. He stated, also, that he had, when out of office, asserted that no less than forty-four millions sterling was unaccounted for by men who had been in different offices. He was ridiculed for that statement, and it was treated as a chimera; but already twenty-seven millions of such defalcations had been traced, and a balance of two hundred and fifty-seven thousand pounds sterling was on the point of being paid in. In fact, the state of the Government offices was, at that time, as it had long been, such that it was next to impossible for any one to get any business transacted there without bribing heavily. As a matter of course, this motion was strongly opposed, but it was carried, and Mr. Francis Baring and the two other Comptrollers of army accounts were appointed the Commissioners.Dr. Gilbert Burnet, Bishop of Salisbury (b. 1643)[146] who figures so prominently in the reign of William and Mary, and who rendered such essential service to the establishment of religious liberty, is the great historian of his time. Without his narratives of his own period, we should have a very imperfect idea of it. With all his activity at Court and in Parliament, he was a most voluminous writer. His publications amount to no less than a hundred and forty-five, though many of these are mere tracts, and some of them even only single sermons. His earliest productions date from 1669, and they continued, with little intermission, to the time of his death in 1715a space of forty-six years. His great works are "The Reformation of the Church," in three volumes, folio, 1679, 1681, and 1715; and his "History of His Own Times," in two volumes, published after his death in 1724. Burnet lays no claim to eloquence or to much genius, and he has been accused of a fondness for gossip, and for his self-importance; but the qualities which sink all these things into mere secondary considerations are his honesty and heartiness in the support of sound and liberal principles far beyond the majority of his fellow prelates and churchmen. Whilst many of these were spending their energies in opposing reform and toleration, Burnet was incessantly, by word and pen, engaged in assisting to build up and establish those broad and Christian principles under which we now live. Besides the great works named, he wrote also "Memoirs of James and William, Dukes of Hamilton;" "Passages in the Life and Death of Wilmot, Earl of Rochester;" a "Life of Bishop Bedell;" "Travels on the Continent;" "An Exposition of the Thirty-nine Articles," etc. etc.

ONE:Thus this mighty armadaof which such high things were expectedwas dispersed; Rodney, sending part of his fleet to Jamaica, proceeded to join Arbuthnot at New York, with eleven ships of the line and four frigates. The news of his approach reached the French and Americans there, at the same time as that of the return of De Guichen to Europe, and spread the greatest consternation. To consider what was best to do in the circumstances, a meeting was proposed at Hartford, in Connecticut, between Washington and Rochambeau, which took place on the 21st of September. At this moment a discovery took place which had a startling effect on the Americans, and was calculated to inspire the most gloomy views of their condition. General Arnold, who had fought his way up from the humble station of a horse-dealer to that which he now held, had, on all occasions, shown himself an officer of the most daring and enterprising character. Having been appointed military governor of Philadelphia, after its evacuation by General Clinton in 1778, as a post where he might recover from the severe wounds which he had received in the recent campaign, he began a style of living much too magnificent for his finances, for, with all his abilities, Arnold was a vain and extravagant man. He married a beautiful young lady of that city of Royalist origin. Rumours to his disadvantage were soon afloat, originating in this cause, for whatever he did was regarded by the staunch Whigs with an unfavourable eye. Congress was the more ready to listen to charges against him, because, involved himself in debts incurred by his extravagance, he pressed them for large claims upon them, which they had no means to satisfy. Commissioners were selected by them to examine his claims, and these men, appointed for their hard, mean natures, reduced his demands extremely. Arnold uttered his indignation at such treatment in no measured terms, and the consequence was that he was arrested, tried by a court-martial, on various charges of peculation in his different commands, and for extortion on the citizens of Philadelphia. Some of these were declared groundless, but others were pronounced to be proved, and Arnold was condemned to be reprimanded by the Commander-in-Chief. This put the climax to his wrath. Washington, who had, in Arnold's opinion, been as unjustly exalted and favoured for his defeats and delays, as he himself had been envied and repressed for his brilliant exploits, was of all men the one from whom he could not receive with patience a formal condemnation. This sentence was carried into effect in January, 1779, and Arnold, stung to the quick, was prepared to perpetrate some desperate design. The opportunity came when he was placed in command of West Point, on the Hudson, which was the key to all intercourse between the Northern and Southern States. TWO:In Canada the management of the war was more successful. To maintain the war in that quarter, Congress had ordered nine regiments to be raised. One of these was to be raised in Canada itself, and for this purpose a commission was given to Moses Hazen, who had formerly been a captain of rangers, under Wolfe. He was not, however, very successful. The Canadians were not to any extent disaffected to the British Government, and by no means well affected to the New Englanders, who were bitterly bigoted against Catholics, which the Canadians chiefly were. When Hazen and Arnold saw that the Canadians would neither enlist nor bring provisions to their camps, without cash payment, they commenced plundering for all that they wanted, and thus confirmed that people in their hatred of the Americans. They, moreover, insulted the Canadians by ridiculing their rites of worship.

But here he found a spirit of resistance which had undoubtedly grown from the invectives of the Opposition. THREE:These events were a little diversified by the storming of Algiers on the 27th of August. In 1815 the Government of the United States of America had set the example of punishing the piratical depredations of the Algerines. They seized a frigate and a brig, and obtained a compensation of sixty thousand dollars. They do not appear to have troubled themselves to procure any release of Christian slaves, or to put an end to the practice of making such slaves; and, indeed, it would have been rather an awkward proposal on the part of North Americans, as the Dey might have demanded, as a condition of such a treaty, the liberation of some three millions of black slaves in return. But at the Congress of Vienna a strong feeling had been shown on the part of European Governments to interfere on this point. It was to the disgrace of Great Britain that, at the very time that she had been exerting herself so zealously to put an end to the negro slave trade, she had been under engagements of treaty with this nest of corsairs; and Lord Cochrane stated in Parliament this year that only three or four years before it had been his humiliating duty to carry rich presents from our Government to the Dey of Algiers. But in the spring of this year it was determined to make an effort to check the daring piracies of Tunis, Algiers, and Tripoli. Lord Exmouth was sent to these predatory Powers, but rather to treat than to chastise; and he effected the release of one thousand seven hundred and ninety-two Christian slaves. From Tunis and Tripoli he obtained a declaration that no more Christian slaves should be made. The Dey of Algiers refused to make such concession till he had obtained the permission of the Sultan. Lord Exmouth gave him three months to determine this point, and returned home. A clause in the treaty which he had made with Algiers ordered that Sicily and Sardinia should pay nearly four hundred thousand dollars for the ransom of their subjects; they accordingly paid it. This clause excited just condemnation in England, as actually acknowledging the right of the Algerines to make Christian slaves.

THREE:In 1828, when the Duke of Cumberland became Grand Master, he issued a commission to his "trusty, well-beloved, and right worshipful brother, Lieutenant-Colonel Fairman," whom he had chosen from a knowledge of his experience and a confidence in his integrity. This commission was signed as follows: "Given under my seal at St. James's, this 13th day of August, 1828. Ernest G. M." In the fulfilment of his commission, Colonel Fairman went to Dublin, in order to bring the Irish and English lodges into one uniform system of secret signs and passwords. He also made two extensive tours in England and Scotland, for the purpose of extending the system through the large towns and populous districts. From letters written by Colonel Fairman at various dates, we gather that he hoped to strike the foe with awe by assuming an attitude of boldness; that they had inculcated the doctrine of passive obedience and non-resistance "too religiously by far;" that Lords Kenyon, Londonderry, Longford, and Cole had written about their prospects in the highest spirits; that Lord Wynford and other chiefs denounced the Melbourne Administration to the Duke of Cumberland; that if the duke would make a tour in the country, for which Fairman had prepared the way, he would be idolised; that Lord Kenyon had in two years spent nearer 20,000 than 10,000 on behalf of the good cause; that Lord Roden wrote to him about "our cause;" that they wanted another "sound paper" as well as the Morning Post to advocate the causethe cause, as they professed, of all the friends of Christianity who devoutly cherished the hope of the arrival of a day of reckoning, when certain "hell-hounds would be called upon to pay the full penalty of their cold-blooded tergiversations." It was found that of 381 lodges existing in Great Britain, 30 were in the army, andthe inquiry having been extended to the colonies on the motion of Mr. Humethat lodges had been established among the troops at Bermuda, Gibraltar, Malta, Corfu, New South Wales, Van Diemen's Land, and the North American colonies. The Bishop of Salisbury was Lord Prelate and Grand Chaplain of the order, and there were a number of clergymen of the Church chaplains. No Dissenter in England belonged to the body, though it included many Presbyterians in Ireland, where the members amounted to 175,000, who were ready at any time to take the field.The attention of the public was now again drawn to those unnatural feuds which disturbed the Royal Family. The exhibition of domestic discord and hatred in the House of Hanover had, from its first ascension of the throne, been most odious and revolting. The quarrels of the king and his son, like those of the first two Georges, had begun in Hanover, and had been imported along with them only to assume greater malignancy in foreign and richer soil. The Prince of Wales, whilst still in Germany, had formed a strong attachment to the Princess Royal of Prussia. George forbade the connection. The prince was instantly summoned to England, where he duly arrived in 1728.
THREE:Whilst Napoleon was thus advancing towards Paris, the besotted Bourbons rather rejoiced in it, for they said it would compel the two chambers to invest the king with despotic powerthat was what they were still longing for; and Louis himself, addressing the foreign ambassadors, bade them assure their sovereigns that he was well, and that the foolish enterprise of "that man" should as little disturb Europe as it had disturbed him.

THREE:On his return, the contentions regarding pulling down old St. Paul's were rife as ever; but the following year the fire occurred, and Wren was commissioned to make a plan for the rebuilding of the City. He proposed to restore it on a regular plan, with wide streets and piazzas, and for the banks of the river to be kept open on both sides with spacious quays. But these designs were defeated by the ignorance and selfishness of the inhabitants and traders, and the banks of the Thames became once more blocked up with wharves and warehouses, narrow and winding lanes; and Wren could only devote his architectural talent to the churches, the Royal Exchange, and Custom House. These latter buildings were completed in the three following years; they have since both been burnt down and rebuilt. Temple Bar, a hideous erection, was finished in the fourth year, 1670. All this time the commencement of the new St. Paul's was impeded by the attempts of the commissioners to restore the old tumbling fabric, and it was only by successive fallings-in of the ruins that they were compelled to allow Wren to remove the whole decayed mass, and clear the ground for the foundations of his cathedral. These were laid in 1675, nine years after the fire, and the building was only terminated in thirty-five years, the stone on the summit of the lantern being laid by Wren's son, Christopher, 1710. The choir, however, had been opened for divine service in 1697, in the twenty-second year of the erection.
THREE:It was natural that this mighty turn in affairs[74] on the Continent should be watched in Great Britain with an interest beyond the power of words. Though this happy country had never felt the foot of the haughty invader, no nation in Europe had put forth such energies for the overthrow of the usurper; none had poured forth such a continual flood of wealth to arm, to clothe, to feed the struggling nations, and hold them up against the universal aggressor. Parliament met on the 4th of November, and, in the speech of the Prince Regent and in the speeches in both Houses, one strain of exultation and congratulation on the certain prospect of a close to this unexampled war prevailed. At that very moment the "Corsican upstart" was on his way to Paris, his lost army nearly destroyed, the remains of it chased across the Rhine, and himself advancing to meet a people at length weary of his sanguinary ambition, and sternly demanding peace.
ONE:The press played a most important part in the agitation for Reform. A host of the most witty, brilliant, and powerful writers of the day wielded their pens against monopoly with tremendous effect, assailing it with argument and ridicule, like a continual storm of shot and shell. Of these, the[334] most distinguished was the Rev. Sydney Smith, who mingled argument, sarcasm, humour, and pathos, in his ardent advocacy of the popular cause, with a power and effect that made him a host in himself. In answer to the objection that the Reform Bill was a mere theory, he furnished the most telling illustrations, from life, of the way in which the existing system kept down merit and damaged the public service. So far from Reform being a mere theoretical improvement, he said, "I put it to every man who is himself embarked in a profession, or has sons in the same situation, if the unfair influence of borough-mongers has not perpetually thwarted him in his lawful career of ambition and professional emolument? 'I have been in three general engagements at sea,' said an old sailor; 'I have twice been wounded; I commanded the boats when the French frigate Astrolabe was cut out so gallantly.' 'Then, you were made a post captain?' 'No, I was very near it, but Lieutenant Thomson cut me out as I cut out the French frigate; his father is town-clerk of the borough of which Lord F is member, and there my chance was finished.' In the same manner all over England, you will find great scholars rotting on curacies, brave captains starving in garrets, profound lawyers decayed and mouldering in the Inns of Court, because the parsons, warriors, and advocates of borough-mongers must be crammed to saturation before there is a morsel of bread for the man who does not sell his votes and put his country up for auction; and though this is of every-day occurrence, the borough system, we are told, is no practical evil...." Another witty and brilliant writer, Mr. Fonblanque, rendered important services to the cause of Reform by his writings in the Examiner, which have been collected under the name of "Seven Administrations." Though Radical in its tendencies, he wrote, "Ministers have far exceeded our expectations. The plan of Reform, though short of Radical Reform, tends to the utter destruction of borough-mongering, and will prepare the way for a complete improvement. The ground, limited as it is, which it is proposed to clear and open with popular influence, will suffice, as the spot desired by Archimedes, for the plant of the power which must ultimately govern the whole system. Without Reform, convulsion is inevitable. Upon any Reform further improvement is inevitably consequent, and the settlement of the Constitution on the democratic basis certain."[1] At this period the Times was by far the greatest power of the newspaper press, and its advocacy of the cause of Reform was distinguished by a vigour and boldness which rendered it obnoxious to the House of Lords, and provoked an attack on the liberty of the press that caused a great deal of excitement during the discussions on the first Reform Bill. Mr. Lawson, the printer, was arrested, but released after a reprimand.

These words, indiscreet as they were, and calculated to embarrass the Ministers, were regarded as in the highest degree precious by the bishops and clergy, and the whole Tory party. With the utmost despatch they were circulated far and wide, with the design of bringing public feeling to bear against Mr. Ward's motion. In the meantime, great efforts were made by the Government to be able to evade the motion. Its position at this time appeared far from enviable, and there was a general impression that it could not long survive. The new appointments did not give satisfaction. The Cabinet was said to be only patched up in order to wear through the Session. It was in these discouraging circumstances that Lord Althorp had to meet Mr. Ward's motion on Monday, the 2nd of June. In order to avoid a dissolution and a general election, the results of which might turn upon the existence of the Irish Church, it was necessary that Mr. Ward's motion should be defeated. He refused to withdraw it, because he apprehended the speedy dissolution of the Ministry, and he wished the decision of the House of Commons on the Irish Church question to be recorded, that it might stand in the way of a less liberal Administration. The anticipated contest in the Commons that evening excited extraordinary interest. The House was surrounded by a crowd anxious to obtain admittance or to hear the result, while within it was so thronged with members that the Ministers found it difficult to get to their seats. Rarely has there been so full a House, the number of members being 516. When Mr. Ward had spoken in favour of his motion, Lord Althorp rose to reply. He announced that a special commission of inquiry had been already issued, composed of laymen, who were to visit every parish in Ireland, and were to report on the means of religious instruction for the people; and that, pending this inquiry, he saw no necessity for the House being called upon to affirm the principles of Mr. Ward's motion. He would, therefore, content himself by moving the previous question. This was carried by an overwhelming majority, the numbers being 396 to 120.Marshal Villars, like the French plenipotentiaries, had made a great display of forces, pretty certain, from private information, that there was little fear of being attacked. The Allies had a fine army of one hundred and twenty thousand men opposed to him; but so far as the English were concerned, their commander had his hands tied. The Duke of Ormonde was sent to take the place of the Duke of Marlborougha certain indication that he was meant only for a mere show general. He was a staunch Jacobite, but no general of talents or experience fit to succeed a man like Marlborough. On arriving at the Hague he assured the States General that his instructions were to act zealously with the Allies, and especially the Dutch, and from his letters it would appear that such were his orders. But before his arrival, Mr. Thomas Harley, a relative of Oxford's, and the Abb Gualtier, had reached the Hague, and had assured the plenipotentiaries that the Government had determined on peace, and would not allow the army to fight. They also brought over with them the scheme of the Treaty, which was not yet to be made known to the Dutch. But the States General were too well aware of the hollow proceedings of the English Court, and, disgusted at the withdrawal of Marlborough and the substitution of Ormonde, they would not entrust their troops to him, but appointed Eugene as their own general. Thus, instead of one generalissimo of consummate genius, the army was divided under two chiefs, the abler chief, the Prince Eugene, having the utmost contempt for the martial talents of his colleague. All on the part of England, both in the conference and in the army, was hollow, treacherous, and disgraceful. Yet, though there was to be no fighting, the pretence of it was kept up. The Earl of Albemarle marched with a detachment of the army to Arras, where he burnt and destroyed some magazines of the French. Ormonde, too, joined Prince Eugene on the 26th of May, and the united army passed the Scheldt, and encamped between Haspres and Solennes. Eugene proposed to attack Villars in his lines, and Ormonde consented to it, but he immediately received a peremptory order from Mr. Secretary St. John against engaging in any siege or battle, and he was directed to keep this order profoundly secret from the Allies. Ormonde was also instructed that if Villars should intimate that he was aware of these secret proceedings, he was to take no notice of them; nor was Villars long in letting him know that they might now consider each other as friends. The situation of Ormonde thus became one of extreme embarrassment. On the one hand, Eugene urged him to prepare for an engagement; on the other, the Dutch were impatient to see some stroke which should humble the French and make negotiation more easy; but Ormonde was as unable to move, notwithstanding previous assurances, as if he had been a mere image of wood. He wrote to St. John, expressing in strong terms the embarrassing nature of his situation, assuring him that the Dutch were exclaiming that they were betrayed; but St. John encouraged him to hold out as well as he could, and Ormonde condescended to play this false and degrading part, equally disgraceful to him as a general and a man of any pretences to honour. The prince urged forward the necessity of laying siege to Quesnoy, and Ormonde was allowed, for the sake of keeping up appearances, to furnish a considerable detachment for the purpose. But there was so evident a backwardness in the duke's movements, that the Dutch deputies complained vehemently to the English plenipotentiaries at Utrecht of his refusal to act in earnest against the enemy. Thereupon Robinson, the bishop, took high ground, and retorted that the States General had met the queen's proposals for peace so strangely, that her Majesty now felt herself released from any further obligation to maintain the treaties and engagements between herself and them. This roused the States to great and indignant activity. They entered into communication with the Electors of Hanover, of Hesse-Cassel, and other princes of the Empire, regarding the effective service of their troops in the pay of Great Britain. They sent off warm remonstrances to the Queen of England, and Anne was obliged to summon a council, in which it was agreed that Ormonde should appear as much as possible to concur with Eugene in the siege.MARSHAL BERESFORD. The newspapers published the fact that the revenue for the quarter ending on the 5th of January, as compared with the corresponding quarter of the previous year, had decreased no less than 940,062, occasioned mainly by diminished consumption of articles used by the industrial classes of the community; and the Times remarked, "It appears to us very clear, whatever our Free Trade friends may say, that any alteration which may be made in the Corn Laws ought not to be made irrespective of financial considerations: we cannot at these times afford to throw away revenue." In the same paper appeared a statement that flour was 30 per cent. dearer in London than in Paris. The Queen opened Parliament on the 2nd of February, and the Speech delivered from the Throne regretted the diminished receipts from some of the ordinary sources of revenue, and feared that it must, in part, be[506] attributed to the reduced consumption of many articles caused by that depression of the manufacturing industry of the country which had so long prevailed, and which her Majesty had so deeply lamented. But it suggested no measure of relief for the people.Thus passed the winter of 1821-22. Parliament met on the 5th of February, 1822, for the transaction of business, and was opened by the king. In his Speech from the Throne he expressed regret for the agricultural distress that prevailed in England; and he had the unpleasant task imposed upon him of referring to a state of things in Ireland the reverse of what might have been expected from his conciliation policy"a spirit of outrage" that had led to daring and systematic violations of the law which he submitted to the consideration of Parliament. In the House of Lords the Address was adopted without opposition. In the Commons amendments were proposed by Sir Francis Burdett and Mr. Hume, which were rejected by large majorities. The state of Ireland was the first subject that occupied the attention of the legislature. A salutary change had been effected in the executive of that country. Lord Talbot, the late Viceroy, was a man of narrow and exclusive spirit, wedded to the rgime of Protestant ascendency. But according to a system of counterpoise which had been adopted in the Irish Government, his influence was checked by his Chief Secretary, Mr. Charles Grant, a man of large mind, enlightened principles, and high character. This system tended to keep the rival parties in a state of conflict, and naturally weakened the authority of the Government. A modification in the English Cabinet led to corresponding changes in Ireland. The spirit of discontent among the commercial classes in England induced Lord Liverpool to enter into a compromise with the Grenville-Wynn party, and the Marquis of Buckingham, its chief, was created a duke; Lord Sidmouth retired from the Home Office, and was succeeded by Mr. Peel; the Marquis Wellesley became Lord-Lieutenant of Ireland; while Mr. Plunket, a man of Liberal politics and transcendent abilities, was appointed Irish Attorney-General in the room of Mr. Saurin, the champion of unmitigated Protestant ascendency. The Liberal tendencies of[222] these statesmen were to some extent counteracted by the appointment of Mr. Goulburn, the determined opponent of the Catholic claims, as Chief Secretary. Lord Liverpool, however, defended the appointment on the ground that a man's opinions on the Catholic question should not disqualify him for office in Ireland, "it being understood that the existing laws, whatever they may be, are to be equally administered with respect to all classes of his Majesty's subjects, and that the Roman Catholics are in any case to enjoy their fair share of the privileges and advantages to which they are by law entitled."
