THREE:In the midst of this constitution-making, famine was stalking through the country, and bankruptcy was menacing the exchequer. The first loan of thirty millions had proved a total failure; a second of eighty, according to a fresh plan of Necker's, was equally a blank. With the necessities of the Government, the necessities of the people kept pace. The whole country was revolutionising instead of working; destroying estates instead of cultivating them. Farmers were afraid of sowing what they might never reap; trade and manufactures were at an end, for there was little money and no confidence. The country was not become unfruitful, but its people had gone mad, and the inevitable consequence was an ever-increasing famine. This, instead of being attributed to the true causes, was ascribed by the mob orators to all kinds of devilish practices of the Court and the aristocracy.

THREE:Howe's real intention had been to enter the Delaware, and proceed up it direct to Philadelphia; but, understanding that the Americans had placed enormous impediments in the river, he stood away for the mouth of the Elk, in Chesapeake Bay. He was tediously detained by the contrary winds that always prevail on that course in that season, and it was the 28th of August before he entered the Elk, and reached the Elk head, where he landed his troops. On the 2nd of September (1777) he began his march for Philadelphia. He soon came upon a body of Washington's army at Iron Hill, which he charged and drove from the hill. On the 11th he came in sight of Washington's main army, strongly posted and fortified on the forks of the Brandywine river. Here Howe's dispositions were excellent. He sent forward, under General Knyphausen, the second division, which advanced to a ford called Chad's Ford, and drove a detachment of Americans across it. Howe then advanced, and, planting his cannon along the bank of the river, he engaged the Americans in a brisk cannonade across the stream. Meanwhile, Lord Cornwallis was silently marching in the rear of Howe's troops, round to another ford at the forks of the Brandywine, which he crossed, and took Washington's army in the rear. On firing his signal gun, the Americans were thrown into consternation, and at the same moment Knyphausen dashed across Chad's Ford, and drove the surprised Americans from their batteries and entrenchments at the point of the bayonet. The batteries were instantly turned against them, and Cornwallis, who had been checked by a division under Sullivan, coming up, there was a general rout. The Americans fled in utter confusion, having lost three hundred killed, six hundred wounded, and four hundred taken prisoners. The English had one hundred killed and four hundred wounded.

THREE:In the face of such facts it was clear that something must be done, even by a Protectionist Ministry, to diminish the effect of the growing belief that bad legislation was at the bottom of the country's difficulties. In the spring men had looked eagerly for the Budget of the new Ministry. It had been bitterly remarked that at the time when Parliament was prorogued there were nearly 21,000 persons in Leeds whose average earnings were only 11-3/4 d. per weekthat in one district in Manchester alone a gentleman had visited 258 families, consisting of 1,029 individuals, whose average earnings were only 7? d. per head a week; and that while millions were in this deplorable condition, the duty on wheat stood at 24s. 8d. a quarter, and Sir Robert Peel and his colleagues demanded four months' leisure at their country abodes before they would permit the Legislature to take the distress of the people into consideration. At length came the meeting of Parliament, at which the Queen in person read the Speech prepared by her Ministers. It acknowledged with deep regret "the continued distress in the manufacturing districts," and that the sufferings and privations which had resulted from it had been "borne with exemplary patience and forbearance." Finally, her Majesty recommended to the consideration of both Houses "the laws which affect the import of corn and other articles." What was the intention of the Ministers was not then known; but it was already understood that, unlike their rivals, who had proposed a fixed duty, the new Government would attempt some modification of the sliding scale. In the account of these transactions which Sir Robert Peel left to be published by his executors after his death, he says:"One of the first acts of the Government over which I presided (the Government of August, 1841) was to propose a material change in the Corn Law of 1828. I brought the subject under the consideration of my colleagues by means of written memoranda, in preference to proposals made verbally. In the first of these memoranda I recommended my colleagues to undertake the revision of the Corn Laws of 1828, as an act of the Government. In the second, after I had procured their assent to the principle of revision, I submitted a proposal in respect to the extent to which such revision should be carried, and to the details of the new law." Then were seen the first symptoms of that estrangement from his party which reached its climax in 1846. Glaring as was the necessity for change, and evident as it was, even to the body of the landowners, that they must choose between the mild reform of Peel and the more objectionable measure of his antagonists, there were members of the Cabinet who would still have held out for no concession. The Duke of Buckingham retired from the Ministry, and the Duke of Richmond refused to allow his son to move the Address.

FORE:During his absence from the extreme south, General Graham, with about four thousand British and Portuguese, had quitted Cadiz by sea, and proceeded to Alge?iras, where he landed, intending to take Victor, who was blockading Cadiz, in the rear. His artillery, meanwhile, was landed at Tarifa; and on marching thither by land, over dreadful mountain roads, he was joined, on the 27th of February, by the Spanish General Lape?a, with seven thousand men. Graham consented to the Spaniard taking the chief commandan ominous concession; and the united forcesoon after joined by a fresh body of about one thousand men, making the whole force about twelve thousandthen marched forward towards Medina Sidonia, through the most execrable roads. Victor was fully informed of the movements of this army, and advanced to support General Cassagne, who held Medina Sidonia. No sooner did he quit his lines before Cadiz than the Spanish General De Zogas crossed from the Isle de Leon, and menaced the left of the French army. On this Victor halted at Chiclana, and ordered Cassagne to join him there. He expected nothing less than that Lape?a would manage to join De Zogas, and that fresh forces, marching out of Cadiz and the Isle of Leon, would co-operate with them, and compel him to raise the siege altogether. But nothing so vigorous was to be expected from a Spanish general. Lape?a was so slow and cautious in his movements that[15] Graham could not get him to make any determined advance; and on arriving at the heights of Barrosa, which a Spanish force had been sent forward to occupy, this body of men had quitted their post, and Victor was in possession of these important positions, which completely stopped the way to Cadiz and at the same time rendered retreat almost equally impossible. Lape?a was skirmishing, at about three miles' distance, with an inconsiderable force, and the cavalry was also occupied in another direction. Seeing, therefore, no prospect of receiving aid from the Spaniards, General Graham determined to attack Marshal Victor, and drive him from the heights, though the latter's force was twice as strong as the former's. This Graham did after a most desperate struggle. Had Lape?a shown any vigour or activity, Victor's retreating army might have been prevented from regaining its old lines; but it was in vain that Graham urged him to the pursuit. Lord Wellington eulogised the brilliant action of the heights of Barrosa, in a letter to Graham, in the warmest terms, declaring that, had the Spanish general done his duty, there would have been an end of the blockade of Cadiz. As it was, Victor returned to his lines and steadily resumed the siege. FORE:The removal of this popular and "chivalrous" Viceroy caused universal expressions of grief among the Roman Catholic party. In the Association, O'Connell and Sheil spoke in the most glowing terms of his character and his administration. He quitted Ireland on the 19th of January, 1829, followed from the Castle gates to the pier at Kingstown by an immense concourse of people. In a letter to Dr. Curtis Lord Anglesey gave an extraordinary parting advice for a chief ruler of Ireland, "Agitateagitateagitate!" He was succeeded by the Duke of Northumberland, a man not at all likely to trouble his chief with controversy about anything. FORE:The Directory began its campaigns of 1796 with much spirit and ability. The plans which had been repeatedly pointed out by Dumouriez, Pichegru, Moreau, and more recently by Buonaparte, of attacking the Austrians in Germany and Italy simultaneously, and then, on the conquest of Italy, combining their armies and marching them direct on the Austrian capital, were now adopted. Pichegru, who had lost the favour of the Directory, was superseded by Moreau, and that general and Jourdain were sent to the Rhine. Jourdain took the command of sixty-three thousand foot and eleven thousand horse, at Coblenz, and immediately invested the famous fortress of Ehrenbreitstein, on the opposite bank of the river. Moreau was sent to lead the army at Strasburg, consisting of seventy-two thousand foot and nearly seven thousand horse. Jourdain found himself soon menaced by the Archduke Charles, the Emperor's brother, the ablest and most alert general that the Austrians possessed at that period. He advanced rapidly on Jourdain's position with seventy thousand foot and twenty thousand horse, defeated a division of Jourdain's army under General Lefebvre, and compelled Jourdain himself to raise the siege. But the archduke, out of too much anxiety for Wurmser, who was opposed to[452] Moreau with much inferior forces, ascended the Rhine to support him, and Jourdain immediately availed himself of his absence to advance and seize Frankfort on the Main, Würzburg, and other towns. Moreau advanced to drive back Wurmser and the archduke, till a union with Jourdain would enable them to fall conjointly on the Austrians. But the archduke perceived that, in consequence of the orders of the Directory, Moreau was spreading his army too wide, and he retreated so as to enable Wurmser to join him. This retrograde movement was mistaken, both by friends and enemies, for a sign of weakness; and whilst Moreau advanced with increased confidence, many of the raw contingents of the archduke's army deserted, and several of the petty States of Germany sued to the Directory for peace. But the moment for the action of the archduke had now arrived. Whilst Moreau was extending his lines into Bavaria, and had seized Ulm and Donauw?rth, and was preparing to occupy the defiles of the Tyrol, the Archduke Charles made a rapid detour, and, on the 24th of August, fell on Jourdain, and completely defeated him. He then followed him to Würzburg, and on the 3rd of September routed him again. With a velocity extraordinary in an Austrian, the archduke pushed on after Jourdain's flying battalions, and on the 16th of September gave him a third beating at Aschaffenburg, and drove his army over the Rhine. Moreauleft in a critical position, so far from the frontiers of France, and hopeless of any aid from Jourdain, who had lost twenty thousand men and nearly all his artillery and baggagemade haste to retrace his steps. FORE:The prizes of Rodney, including the great Ville de Paris, on their way home were assailed with a violent tempest, and went down, so that the English people had not the gratification of seeing the largest ship in the world, which had been captured by Rodney. The Dutch were encouraged to attempt coming out of the Texel, and waylaying our Baltic merchant fleet, but Lord Howe, with twelve sail-of-the-line, was sent after them, and they quickly ran. His lordship remained there blockading them till the 28th of June, when he was compelled to leave his post and sail westward, with twenty-one ships-of-the-line and some frigates, to watch the great combined fleet of France and Spain, which had issued from Cadiz.
