The movement going forward in the Established Church of Scotland during this reign related almost exclusively to the subject of patronage. This church, though drawing its origin from Switzerland, a thoroughly Republican country, and rejecting bishops, took good care to vest the right of presenting ministers to parishes in the clergy. The Government insisted on this right continuing in lay patrons; but for some time after the Revolution the people asserted their right to choose their own pastors, and continued to carry it. But in 1698 the General Assembly took the opportunity, when it had been accused by the English Church of throwing the office of choosing ministers amongst the people, to repudiate all such notion on their part. They declared unanimously that "they allowed no power in the people, but only in the pastors of the Church, to appoint and ordain to such offices."
ONE:On the 18th of February, Colonel Fitzpatrick, Fox's most intimate friend, presented another petition from the electors of Westminster, praying to be heard by counsel, in consequence of new facts having come to light, but Lord Frederick Campbell, on the part of Government, moved that such counsel should not argue against the legality of the scrutiny. The counsel, on being admitted, refused to plead under such restrictions. The House then called in the high bailiff, and demanded what the new facts were on which the petition was based, and he admitted that they were, that the party of Mr. Fox had offered to take the scrutiny in the parishes of St. Margaret's and St. John's alone, where Mr. Fox's interest was the weakest, in order to bring the scrutiny to an end, and that Sir Cecil Wray had declined the offer. Colonel Fitzpatrick then moved that the high bailiff should be directed to make a return, according to the lists on the close of the poll on the 17th of May last. This motion was lost, but only by a majority of nine, showing that the opinion of the House was fast running against the new Minister, and on the 3rd of March Alderman Sawbridge put the same question again, when it was carried by a majority of thirty-eight. It was clear that the Government pressure could be carried no further. Sawbridge moved that the original motion should be put, and it was carried without a division. The next day the return was made, and Fox and Lord Hood were seated as the members for Westminster. Fox immediately moved that the proceedings on this case should be expunged from the journals, but without success. He also commenced an action against the high bailiff for not returning him at the proper time, when duly elected by a majority of votes. He laid his damages at two hundred thousand pounds, and the trial came on before Lord Loughborough, formerly Mr. Wedderburn, in June of the following year, 1786, when the jury gave him immediately a verdict, but only for two thousand pounds, which he said should be distributed amongst the charities of Westminster.
TWO:The elections were now carried on with all the fire and zeal of the two parties. The Tories boasted of their successful efforts to stem the tide of expenditure for the war, to staunch the flow of blood, and restore all the blessings of peace. The Whigs, on the contrary, made the most of their opposition to the Treaty of Commerce, which they represented as designed to sacrifice our trade to the insane regard now shown to the French. To show their interest in trade, they wore locks of wool in their hats; and the Tories, to show their attachment to the Restoration and the Crown, wore green twigs of oak. Never was shown more completely the want of logical reason in the populace, for whilst they were declaring their zeal for the Protestant succession, and whilst burning in effigy on the 18th of NovemberQueen Bess's daythe Pope, the Devil, and the Pretender, they sent up a powerful majority of the men who were secretly growing more and more favourable to the Pretender's return. Never, indeed, had the chances of his restoration appeared so great. General Stanhope, on the close of the elections, told the Hanoverian minister that the majority was against them, and that if things continued ever so short a time on the present footing, the Elector would not come to the Crown unless he came with an army.
For a few weeks the cottiers and small farmers managed to eke out a subsistence by the sale of their pigs, and any little effects they had. But pigs, fowls, furniture, and clothing soon went, one after another, to satisfy the cravings of hunger. The better class of farmers lived upon their corn and cattle; but they were obliged to dismiss their servants, and this numerous class became the first victims of starvation; for when they were turned off, they were refused admission by their relations, who had not the means of feeding them. Tailors, shoemakers, and other artisans who worked for the lower classes, lost their employment and became destitute also. While the means of support failed upon every side, and food rose to such enormous prices that everything that could possibly be eaten was economised, so that the starving dogs were drowned from compassion, the famine steadily advanced from the west and south to the east and north, till it involved the whole population in its crushing grasp. It was painfully interesting to mark the progress of the visitation, even in those parts of the country where its ravages were least felt. The small farmer had only his corn, designed for rent and seed. He was obliged to take it to the mill, to ward off starvation. The children of the poor, placed on short allowance, were suffering fearfully from hunger. Mothers, heart-broken and worn down to skeletons, were seen on certain days proceeding in groups to some distant dep?t, where Indian meal was to be had at reduced prices, but still double that of the ordinary market. As they returned to their children with their little bags on their heads, a faint joy lit up their famine-stricken features. Those children, who had lived for two days and two nights on a dole of raw turnips, would now be relieved by a morsel of nourishing food. The fathers, who had absented themselves from home in order to avoid the agony of listening to their heart-piercing cries, might now sit down and look their little ones in the face. But, if the mother failed to obtain the relief for which she had travelled so far, what then? Yesterday no breakfast, no dinner, no supper; the same to-day; no prospect of better to-morrow. The destitute rushed to the workhouses, which soon became crowded to excess by those who had been able-bodied men and women, while the aged, the sickly, and the children were left to starve. Overpowered by hunger, they lay down helpless, the ready victims of the pestilence that walked close upon the footsteps of famine, and died in thousands. Let us consider the state of a population such as has been described. Scattered over remote districts, with no gentry resident within many miles, none to whom a complaint could be made but the clergyman, whose energies were overtaxed, how utterly helpless must have been the condition of those doomed people!The result of these victories was that the Punjab was annexed to our Indian Empire, the reasons for this step being explained by the Governor-General in a proclamation, which announced favourable terms for the conquered people. Henry Lawrence, as is well known, was against the annexation, but his arguments were overridden by the strenuous Governor-General, and he became chief of the Commission, with his brother John as a member, for the administration of the Punjab. Moolraj was subsequently tried for the murder of Mr. Agnew and Mr. Anderson, and being found guilty, he was sentenced to death. The sentence was afterwards commuted to imprisonment for life.In Ireland Roman Catholicism was represented by Archbishop Murray and Dr. Doyle, the eloquent Bishop of Kildare. The majority of the Irish Churchmen were Evangelical, and hence came often into collision with Archbishop Whately, who was a powerful supporter of the system of mixed education. The Scottish Churches at that time possessed a number of ministers of great power and eminence, each exerting in his own denomination extensive influence. Dr. Andrew Thomson, a mighty spirit, had reached the meridian of his great popularity. Dr. Chalmers was rising fast to the commanding position he so long occupied. Among the Baptists the most important names were those of two laymen, James and Robert Haldane, who not only preached throughout Scotland, but organised a vast missionary scheme for India. In the United Presbyterian Church the ablest man was Dr. John Brown, of Edinburgh, wielding great influence as a theological professor, and as the pastor of a large congregation in that city. In Glasgow the Rev. Greville Ewing had founded the Independent Church, then new to Scotland. Associated with him was a man not less gentle in spirit, but with intellectual power much more[429] commanding, and of the highest cultivation as a theologianDr. Wardlaw, who during his life continued the foremost man among the Scottish Congregationalists. Dr. Russell, of Dundee, possessing an intellect of great force, with an energetic temperament, contributed his share to the great controversy which continued for a number of years to agitate the whole Scottish nation, till it issued in the disruption, and in the establishment of the Free Church. That movement had already begun, and the decision of the House of Lords in the Auchterarder case had made the schism inevitable. Among English Nonconformists the greatest names of the Independents were those of Dr. Fletcher, of Finsbury Chapel, John Burnet, of Camberwell, John Angell James, of Birmingham, and William Jay, of Bath. John Williams was preaching the Gospel to the Melanesians, and Dr. Moffat in South Africa. The Baptists could boast Robert Hall, and the essayist John Foster; their greatest missionary was perhaps Dr. Carey. Of the leading Wesleyans we may notice the names of Dr. Bunting and Dr. Adam Clarke. The two chief events which affected that body during the period werethe secession in 1834, when Dr Warren and his followers, called "Warrenites," separated from the Conference, and the last secession, when 100,000 broke off, forming a new community. All the seceding bodiesthe Kilhamites, or New Connexion Methodists; the Bible Christians, or Bryanites; the Wesleyan Methodist Association, formed in 1835; and last, the Wesleyan Methodist Reformersseparated on the alleged ground of the tyrannical powers exercised by the Conference, and the exclusion of the laity[430] from their due share in the management of the body.In 1710 was established the Academy of Ancient Music, the object of which was to promote the study of vocal and instrumental harmony. Drs. Pepusch, Greene, and other celebrated musicians were amongst its founders. They collected a very valuable musical library, and gave annual concerts till 1793, when more fashionable ones attracted the public, and the society was dissolved. In 1741 was established the Madrigal Society, the founder of which was John Immyns, an attorney. It embraced men of the working classes, and held meetings on Wednesday evenings for the singing of madrigals, glees, catches, etc. Immyns sometimes read them a lecture on a musical subject, and the society gradually grew rich. The composers of such pieces at this period were such men as Purcell, Eccles, Playford, Leveridge, Carey, Haydn, Arne, etc. Public gardens became very much the fashion, and in these, at first, oratorios, choruses, and grand musical pieces were performed, but, by degrees, gave way to songs and catches.[157] Vauxhall, originally called Spring Garden, established before the Revolution, became all through this period the fashionable resort of the aristocracy, and to this was added Ranelagh, near Chelsea College, a vast rotunda, to which crowds used to flock from the upper classes on Monday, Wednesday, and Friday evenings, to hear the music and singing. These performances spread greatly the taste for music, and probably excited the alarm of the puritanically religious, for there arose a loud outcry against using music in churches, as something vain and unhallowed. Amongst the best publications on the science of music during this period were Dr. Holder's "Treatise on the Natural Grounds and Principles of Harmony," 1694; Malcolm's "Treatise on Music, Speculative, Practical, and Historical," 1721; Dr. Pepusch's "Treatise on Harmony," 1731; Dr. Smith's "Harmonics; or, the Philosophy of Musical Sounds;" Avison's "Essay on Musical Expression," 1752. Avison also published twenty-six concertos for a band, which were much admired.On the 5th of December Parliament met, and the king, though not yet able to announce the signing of the provisional treaty with France and America, intimated pretty plainly the approach of that fact. Indeed, Lord Shelburne had addressed a letter to the Lord Mayor of London eight days before the articles with America were actually signed, that this event was so near at hand that Parliament would be prorogued from the time fixed for its meeting, the 26th of November, to the 5th of December. It was, indeed, hoped that by that day the preliminaries with France and Spain would be signed too. This not being so, the king could only declare that conclusion as all but certain.
