TWO:At this news the Highlanders were filled with exuberant joy. They demanded permission to pursue and attack Cope's soldiers; but the chiefs saw too clearly the grand advantage offered them of descending suddenly into the Lowlands by the road thus left open. Whilst Sir John was making a forced march to Inverness, which he reached on the 29th of August, the Highlanders were descending like one of their own torrents southwards. In two days they traversed the mountains of Badenoch; on the third they reached the Vale of Athol.

THREE:[289]With such chimerical fancies, the young Corsican saw the fleet, on a splendid morning, stand out into the Mediterranean, the line-of-battle ships extending for a league, and the semicircle formed by the convoy six leagues in extent. As General Caffarelli passed through the most formidable defences with Napoleon on their way to the house of the Grand Master, he said to him, "It is well, General, that there was some one within to open the gates for us. We should have had more trouble in entering if the place had been altogether empty."

THREE:As winter approached, the state of things assumed a more portentous aspect. His lieutenants were exceedingly anxious that the Liberal Protestants should take an active part as mediators in order, if possible, to avert a disastrous collision. A good occasion was offered by the visit of Lord Morpeth to Ireland. This enlightened and accomplished noblemanalways the friend of civil and religious liberty, destined to preside over the Government of Ireland, as Viceroy, when the rgime of civil equality was fully established, and to be the congenial interpreter of its spiritwas then invited to a great banquet, which was attended by all the leading friends of civil and religious liberty in and about Dublin, Protestant and Catholic. The Duke of Leinster was in the chair, and Mr. Sheil appealed to him, in the most eloquent terms, by all that was patriotic and glorious in the history of his ancestors the Geraldineswhich for seven hundred years formed a great part of the history of Ireland, and who were in past times considered more Irish than the Irish themselvesto put himself at the head of the Liberal party.

THREE:Meanwhile, in America military intrigues were on foot against Washington. Amongst these endeavours was one for alienating from him Lafayette. For this purpose an expedition was planned against Canada, and Lafayette, as a Frenchman, was appointed to the command, hoping thus to draw to him the Frenchmen of Canada. Not a word was to be breathed of it to Washington; and Conway and Starke, two of the most malicious members of the cabal, were to take command under Lafayette. On the 24th of January, 1778, Washington received a letter from Gates, the President of the Board of War, commanding him to send one of his best regiments to Albany, on the Hudson, for a particular service, and enclosing another to Lafayette, requiring his immediate attendance on Gates. Gates found, however, that Lafayette was not to be seduced from his attachment to Washington. He would not accept the command, otherwise than as acting in subordination to his Commander-in-Chief; and he should send all his despatches and bulletins to him, at the same time that he furnished copies to Congress. The vain Frenchman verily believed that he was going to restore Canada, not to America, but to the French Crowna fear which began to haunt Congress after he had set out; but the fear was needless. When Lafayette reached his invading army, instead of two thousand five hundred men, it amounted to about one thousand two hundred, and the militia were nowhere to be heard of. Clothes, provisions, sledges, were all wanting, and, instead of leading his troops, as he was directed, to Lake Champlain, whence he was to proceed to ?le-aux-Noix to blow up the English flotilla, and thence, crossing the Sorel, to descend the St. Lawrence to Montreal, he gave up the expedition with a sigh, and returned to the camp of Washington.

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

THREE:In this Convention no mention was made of the right of search, and various other matters were reserved for the consideration of the plenipotentiaries. When the Convention was announced to Parliament by the king in his opening speech, there arose a general denunciation of it both in and out of Parliament. The right of search was declared to be purposely sacrificed; the limits of Georgia were undefined; and the Spanish captains in the West Indies were unpunished for all their cruelties. That sixty thousand pounds should be allowed for compensation for ships taken by Admiral Byng in 1718 was very justly declared taxing us for our victories. In fact, Walpole, in this treaty, seemed ready to give up everything to Spain, knowing, probably, how hopeless it was to extract money from that country, and glad of an excuse of any set-off against our claims as to the easiest way of settling them. But all did not avail him. The more conceding he was to the Spaniards the more immovable they became, whilst the public at home were enraged at the tameness displayed by Ministers. Ministers found their majority continually on the wane. On the division in the Commons it had dwindled to twenty-eight, namely, two hundred and sixty votes against two hundred and thirty-two.The Church Temporalities Bill, with some alterations, passed the Lower House; it encountered strong opposition in the Lords, who defeated the Ministry on one important amendment, but it ultimately passed, on the 30th of July, by a majority of fifty-four, several peers having recorded their protests against it, among whom the Duke of Cumberland was conspicuous. The Commissioners appointed under the Bill were the Lord Primate, the Archbishop of Dublin, the Lord Chancellor and Chief Justice of Ireland, and four of the bishops, and some time afterwards three laymen were added. The following were the principal features of this great measure of Church Reform: Church Cess to be immediately abolishedthis was a direct pecuniary relief to the amount of about 80,000 per annum, which had been levied in the most vexatious mannerand a reduction of the number of archbishops and bishops prospectively, from four archbishops and eighteen bishops to two archbishops and ten bishops, the revenues of the suppressed sees to be appropriated to general Church purposes. The archbishoprics of Cashel and Tuam were reduced to bishoprics, ten sees were abolished, the duties connected with them being transferred to other seesDromore to Down, Raphoe to Derry, Clogher to Armagh, Elphin to Kilmore, Killala to Tuam, Clonfer to Killaloe, Cork to Cloyne, Waterford to Cashel, Ferns to Ossory, Kildare to Dublin. The whole of Ireland was divided into two provinces by a line drawn from the north of Dublin county to the south of Galway Bay, and the bishoprics were reduced to ten. The revenues of the suppressed bishoprics, together with those of suspended dignities and benefices and disappropriated tithes, were vested by the Church Temporalities Act in the Board of Ecclesiastical Commissioners, to be applied by them to the erection and repairs of churches, to the providing for Church expenses hitherto defrayed by vestry rates, and to other ecclesiastical purposes. The sales which were made of perpetuities of Church estates, vested in the Ecclesiastical Commissioners, produced upwards of 631,353; the value of the whole perpetuities, if sold, was estimated at 1,200,000. The total receipts of the Ecclesiastical Commissioners in 1834 were 68,729; in 1835 they amounted to 168,027; and in 1836 they reached 181,045. The cost of the official establishment was at one time 15,000; during the later years, however, it averaged less than 6,000. Its total receipts, up to July, 1861, were 3,310,999. The Church Temporalities Act imposed a tax on all benefices and dignities whose net annual value exceeded 300, graduated according to their amount, from two and a half to five per cent., the rate of charge increasing by 2s. 6d. per cent. on every additional 10 above 405. All benefices exceeding 1,195 were taxed at the rate of fifteen per cent. The yearly tax imposed on all bishoprics was graduated as follows:Where the yearly value did not exceed 4,000 five per cent.; not exceeding 6,000, seven per cent.; not exceeding 8,000, ten per cent.; and not exceeding 10,000, twelve per cent. In lieu of tax the Archbishopric of Armagh was to pay to the Ecclesiastical Commissioners an annual sum of 4,500, and the see of Derry to pay 6,160. The exact net incomes of the Irish bishops were as follows:Armagh, 14,634; Meath, 3,764;[361] Derry, 6,022; Down, 3,658; Kilmore, 5,248; Tuam, 3,898; Dublin, 7,636; Ossory, 3,874; Cashel, 4,691; Cork, 2,310; Killaloe, 3,310; Limerick, 3,987total, 63,032. The total amount of tithe rent-charge payable to ecclesiastical personsbishops, deans, chapters, incumbents of benefices, and the Ecclesiastical Commissioners was 401,114. The rental of Ireland was estimated, by the valuators under the Poor Law Act, at about 12,000,000this rental being about a third part of the estimated value of the annual produce of the land.
