The Bute Ministry was now in power, and determined on reversing the policy of Pittpolicy which had added so magnificently to the territory[172] and glory of the country. Bute had now to seek powerful connections to enable him to carry on. The commonplace man seeks to make up for his feebleness by associating with him, not men of merit, but men of aristocratic connection. For this reason he conferred the Privy Seal on the Duke of Bedford, and the Seal of Secretary on the Earl of Egremont. To break the force of popular indignation for the loss of Pitt from the helmfor the people knew who was the great man and successful minister well enoughthe king was advised to confer some distinguished mark of favour on Pitt. He was offered the government of Canada as a sinecure, with five thousand pounds a year. Pitt was not the man to undertake a highly responsible office without discharging the duties, and he was next offered the Chancellorship of the Duchy of Lancaster; but he preferred a simple pension of three thousand pounds a-year, and that a title should be conferred on his wife. By this arrangement he was left in the House of Commons, and in a position to continue his exertions for the country. Both these suggestions were complied with.
Sir Robert Walpole was not a man, with his huge standing majority, to be readily frightened from his purpose. On the 14th of March, 1733, he brought forward his project in a speech in which he put forth all his ability, and that under a well-maintained air of moderation. He took advantage of the alarm that the tax was to be general, by representing the falsity of that declaration, and the very slight and limited nature of his real proposal. Adverting to what he called the common slander of his having intended to propose a general excise, he said: "I do most unequivocally assert that no such scheme ever entered my head, or, for what I know, the head of any man I am acquainted with. My thoughts have been confined solely to the duties on wine and tobacco; and it was the frequent advices I had of the shameful frauds committed in these two branches that turned my attention to a remedy for this growing evil. I shall for the present confine myself to the tobacco trade." He then detailed the various frauds on the revenue in tobacco, which he stated were of such extent and frequency, that the gross average produce of the tax was seven hundred and fifty thousand pounds.[63] but the nett average only a hundred and sixty thousand pounds. The remedy which he proposed was to transfer this revenue from the Customs to the Excise. That the same might afterwards be applied to wine, a system of warehousing for re-exportation or placing in bond was proposed, which, he said, "would tend to make London a free port, and, by consequence, the market of the world." He held out the expectation that the success of this plan would render the land tax unnecessary, and thus enable the Government to dispense with it entirely.
ONE:The construction of public roads has been greatly improved in the United Kingdom by the general adoption of the plan of Mr. Macadam, who gave his name to the process of substituting stones broken small for the old rough pavement. We read with astonishment of the state of English roads a century ago, of carriages breaking down and sticking fast in deep ruts, and of days passed in a journey which now only occupies as many hours. Yet in early times England was better off in this respect than other countries. Of all the proofs of social progress which the country now exhibits to such a marvellous extent on every side, there is nothing more decisive or more wonderful than the rapidity with which we have improved and extended our internal communication. From 1818 to 1839 the length of turnpike roads in England and Wales was increased by more than 1,000 miles. In the former year England and Wales contained paved streets and turnpike roads to the extent of 19,725 miles. Scotland also made great progress in the construction of highways from the commencement of the century, and roads were thrown across the wildest districts in Ireland. By the improvement of the common roads, and in the construction of vehicles, stage coaches increased their speed from four to ten miles an hour. Upon the Stamp Office returns for 1834 a calculation was based which showed that the extent of travelling on licensed conveyances in that year would be equal to the conveyance of one person for a distance of 597,159,420 miles, or more than six times the distance between the earth and the sun. There were, in 1837, in England, fifty-four mail coaches drawn by four horses each, and forty-nine by two horses each, drawn at an average speed of nine miles an hour. Ireland had at the same time thirty four-horse mails, and Scotland ten.
The Ministers and their supporters were complimentary, as a matter of course, to the new Sovereign, who had graciously continued them in their offices; and the Whigs, who had ascribed their exclusion from power to the personal dislike of the king, were resolved that there should not be again any obstacle of the kind, and that they would keep upon the best possible terms with the Court. During the previous part of the Session they had kept up a rapid fire of motions and questions upon the Government, especially with regard to the public expenditure, the distress of the operatives, and the necessity of rigid economy and large retrenchment. The attacks were led by Sir James Graham, who, though he was always left in a minority in the divisions on his motions, did much to weaken the Government by exciting public feeling against them on the ground of their alleged heartless extravagance, while many of the people were starving and the country was said to be going fast to destruction. The Duke of Wellington, however, moved an answer to the Royal Message, declaring that they would forward the measure necessary to provide for the temporary supply required. He suggested that as everybody would be occupied about the coming elections, the best mode of proceeding would be to dissolve at once. Lord Grey, in the name of the Opposition, complained of this precipitancy, and delivered a long speech full of solemn warnings of evil. He supposed that the king might die before the new Parliament was chosen; the Heir Apparent was[313] a child in fact, though not in law. No regency existing, she would be legally in the possession of her full regal power, and this was a situation which he contended would be fraught with danger. A long, unprofitable wrangle ensued, dull repetitions dragged out the debate, when at length the Duke wisely refused to accede to the proposition for a useless interval of delay, and proved the numerical strength of the Administration. Lord Grey having moved for an adjournment to allow time for providing a regency, the motion was lost by a majority of 44, the numbers being 56 against 100.IRISH PRISONERS LIBERATED DURING LORD MULGRAVE'S PROGRESS. (See p. 396.)NIAGARA FALLS.Buonaparte in Egypt, now cut off from all[471] communication with France, soon found himself threatened by the attack of two Turkish armies, one assembling at Rhodes, and one in Syria. To anticipate this combination, he determined to march into Syria, where he expected to startle the Turks by the progress that he should make there. He therefore commenced his march through the desert at the head of ten thousand men, easily routed a body of Mamelukes, and took the fort of El Arish, reckoned one of the keys of Egypt. He set out in February and, passing the desolate wilderness, not without experiencing some of the sufferings which might be expected, entered Gaza, where he found plenty of provisions. He then attacked Jaffa, the Joppa of the Gospels, carried it, and put three thousand Turks to the sword, giving up the town to licence and plunder and brutally massacring some two thousand prisoners.
