ONE:On the 4th of May, 1789, Versailles was crowded by immense masses of people from Paris and the country round, to see the grand procession of the deputies of the three Orders advancing from the church of Notre Dame to that of St. Louis. The whole of the costumes, the order of march, and the spectacle had been carefully studied by the Court, so as to impress deeply the distinctions of the three Orders, and to humiliate the Tiers tat. The evening before, the deputies had waited on the king, and even then he had greatly incensed those of the Tiers tat who came most favourably disposed to him. Even whilst he[359] hoped to obtain essential advantages from the people against the presumption of the privileged orders, Louis or his advisers could not refrain from humiliating the Third Estate. Instead of receiving the deputies in one body, they had been carefully separated; the clergy were received first, the nobles next, and then, not till after a considerable pause, the Tiers tat. Now, on the great morning, all Paris and the vicinitythousands from distant townswas astir. The streets of Versailles were lined with French and Swiss guards and made gay with garlands of flowers, and from the windows hung rich tapestries. The balconies and windows were crowded with spectators of all ages and both sexesthe handsomest ladies gorgeously attired. The deputies, instead of one thousand, amounted to one thousand two hundred. First marched the members of the Tiers tat, six hundred in number, all clad in plain black mantles, white cravats, and slouched hats. Next went the nobles in black coats, but the other garments of cloth of gold, silk cloak, lace cravat, plumed hat turned up la Henry IV.; then the clergy, in surplice, with mantle, and square cap; the bishops in their purple robes, with their rochets. Last came the Court, all ablaze with jewels and splendid robes; the king in good spirits, the queen anxious, and dimly conscious even then of the miseries that were to follow. Her eldest son, the Dauphin, was lying at the point of death in the palace, and her reputation was being daily murdered by atrocious calumnies. Yet still Marie Antoinette, the daughter of the great Maria Theresa, the once light-hearted, always kind and amiable woman, was the perfect queen in her stately beauty. Two things were remarkedthe absence of Siys, and the presence of Mirabeau, two men who had already become popular leaders. Siys had not yet arrived; Mirabeau drew all eyes. His immense head of hair; his lion-like appearance, marked by an ugliness quite startling, almost terrifying; the spectators seemed fascinated by his look. He marched on visibly a man; the rest, compared with him, were mere shadows.
THREE:The discussion of the question, though it was so summarily dismissed as it regarded the Church, did not prevent a certain number of the Dissenters from coming forward to endeavour to relieve themselves of the yoke of these Articles. In the Toleration Act, passed after the Revolution, it had been stated that this toleration was conceded to those only who were willing to subscribe these Articles, with the exception of the first clause of the 20th, which asserts that the Church has power to decree rites and ceremonies, and to settle controversies of faith; the 34th, which relates to the traditions of the Church; the 35th, relating to the homilies; and the 36th, relating to the consecration of bishops and ministers. With these exceptions, the Articles had been little objected to by the Dissenters till the Presbyterians of England had, for the most part, embraced Unitarianism. It was chiefly from this class that the movement against these Articles now took its rise; but not altogether, for the subscription to the Articles included in the Toleration Act having for some time been little insisted on, some Dissenters, who had not subscribed them, were menaced with trouble on that account by officious clergymen. Amongst these Dr. Doddridge was mentioned as one who had been so disturbed. It was now thought fit to press the question on Parliament, and in April, 1772, Sir Henry Houghton moved for leave to bring in a Bill for that object, under the title of "A Bill for the further Relief of Dissenters." Sir Roger Newdigate, destined for so many years to be the champion of Church Toryism, led the way in opposition, as one of the members of the University of Oxford; and he was supported by two or three men of the same stamp. In this case, however, Burke voted for the Bill as only reasonable, and it passed by a majority of seventy against nine. But in the Lords, the Bishops came forward in full strength against it, and Barrington, Bishop of Llandaff, pointed it out as a Socinian movement, and quoted, with telling effect, some of the most objectionable passages from the writings of Dr. Priestley. There were cries of "Monstrous! Horrible! Shocking!" and, amongst the utterers of these, the loudest was Lord Chatham. The Bishop of London said that, so far from the Dissenters generally advocating this measure, he had been waited on by some of their ministers to inform him that they regarded it, not as a measure to relieve Dissenters from the Articles of the Church, but certain persons from the obligations of Christianity. It was thrown out by a hundred and two against twenty-nine.[See larger version]
THREE:The Duke of Wellington's declaration against Reform had all the effect of an arbitrary prohibition thrown in the way of a violent passion. The effect was tremendous; a revolutionary flame was kindled everywhere at the same instant, as if the whole atmospherenorth, south, east, and westwas wrapt in a sheet of electric fire. No words from any statesman in English history ever produced such an impression. The transports became universal; all ranks were involved; all heads, save the strongest and most far-seeing, were swept away by the torrent of excitement. John Bull's patience was gone. Parliamentary Reform was right; the time was come when it should be granted; and no man, not even the Duke of Wellington, should be allowed to withstand the nation's will. The unpopularity of the Duke with his own party swelled for the moment the current of the movement. High Churchmen declared that Reform would raise a barrier against Papal aggression, which they felt to be necessary, as experience had shown that the existing Constitution afforded no security. The old Tories, in their resentment on account of the concession to the Catholic claims, appeared to be ready to support the popular demands, if by so doing they could mortify or overthrow the Government. The inhabitants of the towns, intelligent, active, progressive, longed for Parliamentary Reform, because they believed it would remove the impediments which retarded the advancement of society. There were only two classes of the community who were believed at the time to be opposed to the Reform movement: first, the aristocratic Whigs, because Parliamentary Reform would destroy the influence by which they had for a century after the Revolution governed the country, but their accidental position as popular leaders obliged them for the time to go with the current; second, the class to whom Mr. Cobbett applied the term "borough-mongers," including all those who had property in Parliamentary seats, and could sell them, or bestow them, as they thought proper. The former, it was argued, were obliged to conceal their attachment to the old system, which had secured to a few great families a monopoly of government and its emoluments. The latter had become so odious to the nation that their opposition availed little against the rapid tide of public feeling and the tremendous breakers of popular indignation.
THREE:[See larger version]The people might have dragged on a considerable time still in their misery; but the Government was in its death-throes for want of revenue, and Louis XVI., who ascended the throne in 1774, had but little political sagacity. The administration groaned beneath a mountain of debts; the mass of the people were exhausted in their resources; trade was ruined by these causes; and the nobility and clergy clung convulsively to their prescriptive exemptions from taxation. Long before the American war the State was in reality bankrupt. The Prime Minister of Louis XVI., the Count de Maurepas, was never of a genius to extricate the nation from such enormous difficulties; but now he was upwards of eighty years[357] of age; and, besides that, steeped in aristocratic prejudices. Still, he had the sense to catch at the wise propositions of Turgot, who was made Comptroller-General, and had he been permitted to have his way, might have effected much. Turgot insisted that there must be a rigid and inflexible economy introduced into all departments of the State, in order gradually to discharge the debts. The excellent Malesherbes being also appointed Minister of Justice, these two able and good men recommended a series of reforms which must have struck the old and incorrigible courtiers and nobility with consternation. They prevailed in having the Parliament restored, and they recommended that the king should himself initiate the business of reform, thus preventing it from falling into less scrupulous hands, and so attaching the body of the people to him by the most encouraging expectations. Turgot presented his calculations and his enlightened economic plans, and Malesherbes drew up his two memoirs "On the Calamities of France, and the Means of Repairing them;" but they had not a monarch with the mind and the nerve to carry out the only reforms which could save the monarchy. Turgot, who was of the modern school of philosophy himself, and well knew the heads of the school, recommended that they should be employed by Government. Had this been done, the voices that were raised so fatally against the king and Crown might have been raised for them, and the grand catastrophe averted. But Louis could not be brought to listen to any measures so politic; indeed, he was listening, instead, to the cries of fierce indignation which the privileged classes were raising against all reform. Turgot succeeded in abolishing the corves, the interior custom-houses between one province and another, and some other abuses, but there the great plan was stopped. Both Louis and his Minister, Maurepas, shrank from the wrath of the noblesse and the clergy, and desisted from all further reform.
