FORE:This was a broad indication of the French seizing, under the pretence of propagating liberty, on what had been called the natural boundaries of France in the time of Louis XIV.,��namely, the Rhine and the Alps, thus including Belgium, part of Holland, Nice, and Savoy. They dispatched emissaries to Victor Amadeus, the King of Sardinia, offering to drive the Austrians out of Italy, and give Italy to the Italians. As they had, however, previously sent numbers of their Jacobin propagandists to inoculate his people with Republicanism, the king refused their offers, and forbade General Semonville to enter the country. On this, the Convention proclaimed war against him, and ordered Montesquieu to invade Nice and Savoy. With an army of fifteen thousand men[408] and twenty pieces of artillery, Montesquieu entered Savoy, and the few Savoyard troops being unable to compete with him, the people, moreover, being already prepared by French Republicans, he overran the country, entered Chamb��ry in triumph, and occupied the province to the foot of Mont Cenis. Elated by the successes of these campaigns, the French Convention passed a decree, declaring that it would grant succour and fraternity to all peoples desirous of recovering their liberty; it ordered its generals to give such aid to all citizens who were, or might be, harshly treated on account of their desire for liberty; and the generals were instructed to post this decree in all public places to which they should carry the arms of the Republic. Two days afterwards Savoy was formed into a new department as the Department of Mont Blanc.

FORE:The various triumphs in the direction of liberty of conscience evidence a sense of civil right in the community, which forced itself on the Government, rather than a sense of religion. But religion, too, was in steady growth. The Dissenters had greatly increased during this period, and amongst them the names of some of their ministers had acquired a general reputation. Robert Hall, of Leicester, and afterwards of Bristol, threw a new lustre on the Baptist community. He was the son of a Baptist minister, was at first educated by Dr. Ryland, the learned Baptist pastor of Northampton, and afterwards took his degree of M.A. at King's College, Aberdeen. He commenced his ministerial career in Bristol, and subsequently resided as minister at Leicester for twenty years. On the death of his old tutor, Dr. Ryland, he became the president of the Baptist Academy at Bristol, and pastor of Broadmead Chapel, in that town. Robert Hall was not inferior to any of the clergy of the Establishment in learning or eloquence. He was for eleven years the Baptist minister in Cambridge before removing to Leicester. In Cambridge he succeeded to a man nearly as remarkable, the celebrated Robert Robinson. At this university town he attracted the notice of some of the leading Established clergy and professors, and of the world at large, by his "Vindication of the Freedom of the Press," and his splendid sermon "On Modern Infidelity." Dr. Parr has left a testimony to the merits of Robert Hall in his will, which does honour to his liberality:��"Mr. Hall has, like Jeremy Taylor, the eloquence of an orator, the fancy of a poet, the subtlety of a schoolman, the profoundness of a philosopher, and the piety of a saint." To the same body belonged the celebrated author of "Essays on the Formation of Character," John Foster, also of Bristol.

FORE:Dumouriez had no sooner come into office than he laid down a great military plan. He proposed that wherever France extended to what he called her natural limits��that is, to the Rhine, the Alps, the Pyrenees, and the sea��they should act only on the defensive; but in the Netherlands, where the territory did not extend to the Rhine, and in Savoy, where it did not extend to the Alps, there they should act on the offensive, and carry France to what he called its boundaries by the genuine laws of nature. This plan was adopted. The Austrians had only thirty thousand men in Belgium, and Lafayette was to make a dash on that division of the Netherlands. From Namur he was to push on for Li��ge, which would make him complete master of the country, and was to be strengthened by a reinforcement of thirty thousand infantry, so that he would be seventy-five thousand strong before the Emperor could advance to his attack. Further, while Lafayette was marching from Givet on Namur, a division of his army of ten thousand men, under General Biron, was to march upon Mons, where Beaulieu, the Austrian general, was posted with only two thousand five hundred men. On the same day Major-General Theobald Dillon was to advance with three thousand six hundred men from Lille, in Tournay, and to surprise that place. The French calculated on the support of the Belgians who had been strongly inoculated with the spirit of the Revolution. The two smaller divisions were punctual in their movements; but Lafayette, instead of marching simultaneously, remained strengthening himself in his position at Givet. General Biron set out from Valenciennes, and, on the 29th of April, crossed the Belgian frontiers, and the next day marched towards Mons. But no sooner did the French cavalry come in sight of some light troops, said only to amount to about five hundred men, than they fled, crying that they were betrayed. Beaulieu's horse pursued and captured Biron's baggage and military chest. On the very same day, Dillon's division, on their march from Lille to Tournay, fled with the very same cry from nine hundred Austrians who had issued from Tournay. The French officers in vain endeavoured, in both cases, to rally their forces, and Dillon was murdered by his own men on re-entering Lille with a lieutenant-colonel and an unsworn priest. Lafayette, hearing this strange news, did not venture to quit Givet.Lord Grey declared that when he entered office in November, 1830, he found the counties round London in open insurrection, and that no measures had been taken by the late Government to put down these disturbances. This was true so far as incendiary fires were concerned. A system of outrage commenced in Kent before the harvest was fully gathered in. The disturbers of the peace did not generally assume the form of mobs, nor did they seek any political object. Threatening letters were circulated very freely, demanding higher wages and denouncing machinery, and the attacks of the rioters were directed entirely against private property. In the day armed bands went forth, wrecking mills and destroying machinery, especially threshing-machines. At night, corn-stacks, hayricks, barns, and farm buildings were seen blazing in different parts of the county. Even live stock were cruelly burned[326] to death. In addition to this wholesale destruction the rioters plundered the houses of the farmers as they went along. These disorders extended into Hants, Wilts, Bucks, Sussex, and Surrey, and they continued during the months of October, November, and December. In fact, life and property in those counties were, to a great extent, at the mercy of lawless men. Lord Melbourne lost no time in announcing his determination to punish sternly those disturbers of the peace, and to restore at every cost the dominion of law and order. He would give his most anxious attention to measures for the relief of distress, but it was his determined resolution, wherever outrages were perpetrated or excesses committed, to suppress them with vigour. In pursuance of this determination, two special commissions were issued to try the offenders. They finished their painful duties early in January. On the 9th of that month judgment of death was recorded against twenty-three persons for the destruction of machinery in Buckinghamshire. In Dorset, at Norwich, at Ipswich, at Petworth, at Gloucester, at Oxford, at Winchester, and at Salisbury, large numbers were convicted of various outrages; altogether, upwards of 800 offenders were tried, and a large proportion of them capitally convicted. Only four, however, were executed; the rest were all sentenced to various terms of transportation or imprisonment. The prosecutions were conducted with firmness, but with moderation, and they were decidedly successful in restoring public tranquillity.
