Meanwhile a new and powerful agency was about to interpose with decisive effect in the doubtful struggle. This was the study of mathematics. Revived by the Arabians and never wholly neglected during the Middle Ages, it had profited by the general movement of the Renaissance, and was finally applied to the cosmical problem by Galileo. In this connexion, two points of profound philosophical interest must be noted. The first is that, even in its fall, the Aristotelian influence survived, to some extent, both for good and for evil. To Aristotle belongs the merit of having been the first to base astronomy on physics. He maintains the earths immobility on experimental no less than on speculative grounds. A stone thrown straight up in the air returns to its starting-point instead of falling to the west of it; and the absence of stellar385 parallax seems to show that there is no change in our position relatively to the heavenly bodies. After satisfying himself, on empirical considerations, that the popular astronomy is true, he proceeds to show that it must be true, by considerations on the nature of matter and motion, which, although mistaken, are conceived in a genuinely scientific spirit. Now Galileo saw that, to establish the Copernican system, he must first grapple with the Peripatetic physics, and replace it by a new dynamical theory. This, which he could hardly have effected by the ordinary mathematical methods, he did by borrowing the analytical method of Atomism and applying it to the measurement of motion. The law of falling bodies was ascertained by resolving their descent into a series of moments, and determining its rate of velocity at successive intervals; and curvilinear motions were similarly resolved into the combination of an impulsive with an accelerating force, a method diametrically opposed to that of Bacon, who would not even accept the rough analysis of the apparent celestial motions proposed by Greek astronomers.

CHAPTER XXXIV THE EMERALDS ARE FOUNDMrs. Ellton returned before long, and Landor went back home.
ONE:Then Brewster began to listen.

FORE:She rose to her feet, standing slender and erect, the roused fawn on one side and the naked savage on the other. And they faced each other, disconcerted, caught mute in the reverberation, indefinite, quivering, of a chord which had been struck somewhere in the depths of that Nature to which we are willing enough to grant the power of causing the string of an instrument to pulse to the singing of its own note, but whose laws of sympathetic vibration we would fain deny beyond material things.

THREE:It was evident that she had no intention of making herself agreeable. Landor had learned the inadvisability and the futility of trying to change her moods. She was as unaffected about them as a child. So he took up the conversation he and Cairness had left off, concerning the Indian situation, always a reliable topic. It was bad that year and had been growing steadily worse, since the trouble at the time of his marriage, when Arizona politicians had, for reasons related to their own pockets, brought about the moving of the White Mountain band to the San Carlos Agency. The White Mountains had been peaceable for years, and, if not friendly to the government, at least too wise to oppose it. They had cultivated land and were living on it inoffensively. But they were trading across the territorial line into New Mexico, and that lost money to Arizona. So they were persuaded by such gentle methods as the burning of their Agency buildings and the destruction of their property, to move down to San Carlos. The climate there was of a sort fatal to the mountain Apaches, the thing had been tried before with all the result that could be desired, in the way of fevers, ague, and blindness, and also the White Mountains were hereditary enemies of the San Carlos tribes. But a government with a policy, three thousand miles away, did not know these things, nor yet seek to know them. Government is like the gods, upon occasions: it[Pg 68] first makes mad, then destroys. And if it is given time enough, it can be very thorough in both.

  • THREE:184On the 13th of February the Opposition in the Commons brought on the question of the validity of general warrants. The debate continued all that day and the next night till seven o'clock in the morning. The motion was thrown out; but Sir William Meredith immediately made another, that a general warrant for apprehending the authors, printers, and publishers of a seditious libel is not warranted by law. The combat was renewed, and Pitt made a tremendous speech, declaring that if the House resisted Sir William Meredith's motion, they would be the disgrace of the present age, and the reproach of posterity. He upbraided Ministers with taking mean and petty vengeance on those who did not agree with them, by dismissing them from office. This charge Grenville had the effrontery to deny, though it was a notorious fact. As the debate approached its close, the Ministers called in every possible vote; "the sick, the lame were hurried into the House, so that," says Horace Walpole, "you would have thought they had sent a search warrant into every hospital for Members of Parliament." When the division came, which was only for the adjournment of Meredith's motion for a month, they only carried it by fourteen votes. In the City there was a confident anticipation of the defeat of Ministers, and materials had been got together for bonfires all over London, and for illuminating the Monument. Temple was said to have faggots ready for bonfires of his own.

THREE:It was at the close of 1719, when George I. returned from Hanover, that this Company proposed to Ministers to consolidate all the funds into one. It was strange that both Ministers and merchants could be deluded by the hope of enriching themselves by a share of the trade with the Spanish South American provinces, when Spain herself, in full enjoyment of them, was sunk into indigence and weakness, and presented the most determined resistance to the unfettered intercourse of any other nation with them. Yet Sir John Blunt, a leading director of the South Sea Company, persuaded the Ministers that by granting the Company power to deal with the public funds, and especially to buy up the unredeemable annuities which had been granted in the two preceding reigns, chiefly on terms of ninety-nine years, and which now amounted to about eight hundred thousand pounds a year, they could, in twenty-six years, pay off the entire National Debt. But, to enable them to do this, they must be empowered to reduce all the different public securities to one aggregate fund in their hands, to convert both redeemable and unredeemable debts into stock by such arrangements as they could make with the holders, and to have certain commercial privileges vested in them. Ministers accepted the proposals with great alacrity. Aislabie introduced the scheme to Parliament in the month of February, 1720, declaring that, if it was accepted by the House, the prosperity of the nation would be amazingly enhanced, and all its debts liquidated in a very few years. Craggs seconded the proposal in most sanguine terms, expressing his conviction that every member of the House must be ready to adopt so advantageous an offer. Ministers had already closed with the proposals of the Company, and they were themselves greatly disconcerted by the suggestion of Mr. Thomas Brodrick, the member for Stockbridge, who expressed his entire accordance with Ministers, but thought that the nation should endeavour to obtain the best terms for itself by opening the competition to every other company or association of men as well as that in question. Ministers were confounded by this proposal, and Aislabie endeavoured to get out of it by declaring that to do this would be like putting the nation up to auction, and that such things should be done with spirit. But Jekyll interposed, saying it was this spirit which had ruined the nation, and it was now requisite to consider seriously what was best for the public. A violent debate ensued, in which Walpole eloquently recommended open competition, and was sharply replied to by Lechmere. The question was carried in favour of competition; and then the Bank of England, which before had coolly declined to enter into the proposals, suddenly appeared in a new temper, and made liberal offers for the privilege of thus farming the public debts. But the South Sea Company was not to be outdone; it offered seven millions and a half, and the Bank gave way in despair.

FORE:Cairness lay white and still, looking up at her. He was very weak and dazed, and for the instant he could only remember, absurdly enough, the Andromaque he had seen a French actress play once in his very early youth when he had been taken with all the children of the Lyce, where he was then at school, to the theatre on a Thursday afternoon. The Andromaque had been tall and dark and superb, and all in black, like that woman in the doorway there.

FORE:The Indian wars of the southwest have been made a very small side issue in our history. The men who have carried them on have gained little glory and little fame. And yet they have accomplished a big task, and accomplished it well. They have subdued an enemy many times their own number. And the enemy has had such enormous advantages, too. He has been armed, since the 70's, even better than the troops. He has been upon his own grounda ground that was alone enough to dismay the soldier, and one that gave him food, where it gave the white man death by starvation and thirst. He knew every foot of the country, fastnesses, water holes, creeks, and strongholds over thousands of miles. The best cavalry can travel continuously but twenty-five or thirty miles a day, carrying its own rations. The Apache, stealing his stock and food as he runs, covers his fifty or seventy-five. The troops must find and follow trails that are disguised[Pg 231] with impish craft. The Apache goes where he lists, and that, as a general thing, over country where devils would fear to tread.

THREE:Pending her arrival, Landor brought himself to look[Pg 16] upon it as his plain duty and only course to marry her. It would save her, and any man who might otherwise happen to love her, from learning what she was. That she might refuse to look at it in that way, did not much enter into his calculations. It required a strong effort for him to decide it so, but it was his way to pick out the roughest possible path before him, to settle within himself that it was that of duty, and to follow it without fagging or complaint. He dreaded any taint of Apache blood as he dreaded the venom of a rattler. He had seen its manifestations for twenty odd years, had seen the hostile savage and the civilized one, and shrank most from the latter. But he had promised Cabot to do his best by the waif, and the best he could see was to marry her. There was always before him, to urge him on to the sacrifice, the stalwart figure of his boyhood's friend, standing forsaken in the stretch of desert with the buzzards hovering over him in the burning sky. He permitted himself to hope, however, that she was not too obviously a squaw.
