THREE:Cornwallis now announced to the Royalists of[275] North Carolina that he would soon send a force for their defence, and advanced to Charlotte. He next took measures for punishing those who had pretended to re-accept the allegiance of England only to relapse into a double treachery. He declared that all such being captured should be treated as traitors, and hanged. These severe measures were carried into execution on some of the prisoners taken at Camden and Augusta, and others were shipped off to St. Augustine. This system was as impolitic as it was cruel, for the Americans were certain to adopt it in retaliation, as they did, with a frightful ferocity, when the Royalists were overthrown in South Carolina, and avowedly on this ground. Lord Rawdon, adopting the example, wrote to his officers that he would give ten guineas for the head of any deserter from the volunteers of Ireland, and five only if brought in alive.

THREE:BURNING OF THE HOUSES OF PARLIAMENT. (See p. 376.)Soult hurried southward, collecting fresh forces to repel the conquering invader, and issued a proclamation, telling the French soldiers that they had at length taught the English to fight, and they must show them that they were still their superiors. Whilst Wellington was superintending the sieges of San Sebastian and Pampeluna, Soult advanced, having gathered an army of nearly seventy thousand men, and, on the 25th of July, he suddenly attacked our outposts simultaneously in the passes of Roncesvalles and of Maya. Both these passes converged into one leading to Pampeluna, where Soult hoped to raise the siege. He himself led on thirty thousand fresh men up the Roncesvalles pass against Generals Cole and Picton, who had about ten thousand to oppose him. He compelled them to retreat to some greater elevations, but with considerable loss, and he hoped there to have them joined by General D'Erlon, who had ascended the Maya pass, with thirteen thousand men, against General Stewart, who had only four or five thousand men to oppose him. The conflict there had been terrible; the British fighting and giving way only step by step against the superior force. The awful struggle went on, five thousand feet above the plains of France, amid clouds and fogs. Stewart did not fall back till he had sixteen hundred of his small force killed and wounded, and the defiles were actually blocked up with the slain.
TWO:Amongst the provinces employing themselves to carry out the recommendation of the Congress, by framing new constitutions, that of New York was emboldened by the presence of Washington and his army to disregard the Royalists, and to frame a perfectly independent system. Gouverneur Morris took the lead in the ultra party, and declared that the time was now come for asserting entire independence. On the 27th of May a resolution to that effect was passed. The delegates of the Assembly were instructed to support these principles in Congress.[See larger version]
