The first steamboat that was worked for hire in Britain was the Comet, a small vessel with an engine of three horse-power. Two years later the Elizabeth, of eight horse-power, and the Clyde, of fourteen horse-power, were placed upon the river Clyde. Thus Scotland has had the honour of leading the way in this great line of improvement. In 1820 there were but three steam-vessels built and registered in England, four in Scotland, and one in Ireland. In 1826 there were fifty in England, and twenty-two in Scotland, with 9,000 tons burden. The building of steamers proceeded regularly, with an increasing amount of tonnage, till the number rose in 1849 to 1,296 steam-vessels, the aggregate burden of which was 177,310 tons. They were distributed as follows:In the ports of England, 865 vessels, 103,154 tons; Scotland, 166 vessels, 29,206 tons; Ireland, 111 vessels, 26,369 tons; the Channel Islands, 7 vessels, 955 tons; the colonies, 147 vessels, 17,626 tons. A Committee of the House of Commons was appointed in June, 1837, to inquire into the best means of establishing communication by steam with India by way of the Red Sea. During the year arrangements were made for the establishment of a regular monthly steam communication between Great Britain and India by way of the Red Sea upon the following basis:"The Government undertakes the transmission of the monthly mails between Great Britain and Alexandria at the sole charge of the public; and the East India Company undertakes the transmission of these[422] mails between Alexandria and Bombay, upon condition that one-half of the expense incurred in the purchase and navigation of steam-vessels, and of any other expense incurred in the service, is defrayed by the Government, which is to receive the whole money connected with postage of letters between London and Bombay." This arrangement was carried out, and a further economy of time was obtained by the overland route to Marseilles, instead of transmitting the mails by steam-packets from Falmouth through the Strait of Gibraltar. In this way the journey was shortened to the extent of more than 1,000 miles, the direct distance by Marseilles and Malta being 5,238 miles, and by way of Falmouth, 6,310 miles. This system of conveyance was maintained till 1841, when the Government entered into a contract with the Peninsular and Oriental Steam Navigation Company, which undertook to employ powerful steam-vessels for the carrying of letters and passengers between England and Egypt, and between Suez, Ceylon, Madras, and Calcutta, towards the expenses of which the East India Company undertook to contribute 20,000 per annum for five years. After some time there was a further extension of the plan, by which the Government engaged to contribute 50,000 per annum towards the expense of the line of steam-packets between Bombay and Suez, 115,000 per annum for the service between Calcutta and Suez, and 45,000 for the service between Ceylon and Hong Kong, making a total of 210,000 per annum, of which one-third was to be repaid by the East India Company. By these arrangements was obtained a regular and safe steam communication twice a month to India, and once a month to China. We may judge of the extent of the intercourse thus carried on by the fact that in 1836 Great Britain received from Calcutta, Madras, Bombay, and Ceylon about 180,000 letters, and sent to those places in the same year nearly 112,000 letters.[See larger version]The first transactions of the campaign of 1795 which demand our attention, are those of Holland. To the British army these were most disastrous, and came to an end before the winter closed. The Duke of York had returned to England early in December, 1794, leaving the chief command to General Walmoden, a Hanoverian, second to whom was General Dundas. Walmoden had gone quietly into winter quarters in the isle of Bommel, forgetting that the firmness of the ice would soon leave him exposed with his small force to the overwhelming swarms of the French, under Pichegru, who, in the middle of December, crossed the Waal with two hundred thousand men, and drove in his lines. General Dundas advanced against him with eight thousand men, and, for the time, drove the French back, on the 30th of December, across the Waal. But this could not last with such disproportionate forces, especially as our troops were left with the most wretched commissariat, and an equally wretched medical staff; in fact, there were neither surgeons to attend the greater part of the wounded, nor medicines for the sick. On the 4th of January, 1795, the French came back with their overpowering numbers, and on the 6th the British were compelled to retire across the Leck, and continue their retreat, suffering indescribable miseries from the want of food, tents, and proper clothes, in the horrors of a Dutch winter. Notwithstanding this, the British repeatedly turned and drove back the enemy with heavy slaughter. But on the 11th of January Pichegru attacked them in a defile between Arnhem and Nimeguen, with a condensed force of seventy thousand men, and took every measure to destroy, or compel the surrender of, the whole British army. They, however, fought their way through and continued their march for the Elbe, the only quarter open to them. During this retreat they were less harassed by the French, who fell off to occupy Utrecht and Rotterdam, than by the fury of the winter and the hostility of the Jacobinised Dutch, who cursed them as the cause of all the sufferings of their country. Such was the end of Britain's campaign for the defence of her Dutch allies. Holland was proclaimed a free Republic under the protection of France, and Britain immediately commenced operations for indemnifying herself, by seizing the ships and colonies of her late ally in every quarter of the globe. They intercepted the homebound Dutch Indiamen, and when the Council of Government sent deputies to London to reclaim them, Lord Grenville, the Foreign Minister, asked them in what character they came. They replied, that they came as representatives of the sovereign people of Batavia. The Foreign Minister said he knew of no such Power, and declined to receive them. No time was lost in seizing the Dutch colonies and factories. On the 14th of July Admiral Sir G. Keith Elphinstone appeared in Table Bay, and landed a considerable force under command of Major-General Craig. They possessed themselves of Simon's Town and the strong fort of Muyzenberg, and in the beginning of September, being reinforced by another body of troops, under Major-General Alured Clarke, on the 23rd of that month they were masters of Cape Town. A similar activity was displayed in the East Indies; and in the course of the year, or early in 1796, all the Dutch possessions in Ceylon, Malacca, Cochin, Amboyna, and other places were surrendered to the British. The same seizures were in course of execution on the settlements of the Dutch in the West Indies, and on the coast of South America.
ONE:The name of the leader of the new movement, however, had not yet been added to the list. Mr. Bright, whose residence was at Rochdale, had not begun to give personal aid to the cause, and was scarcely known out of his native town, where his efforts to improve the moral and social condition of the working classes had, however, long made him conspicuous among his fellow-townsmen. The name of Richard Cobden, which appears in the additional list of the committee published a short time afterwards, was one more familiar in Manchester ears. Mr. Cobden was the son of a yeoman at Dunford, near Midhurst, in Sussex. Beginning with small advantages, he had become a successful tradesman. In the course of 1835 a pamphlet was published by him under the title, "England, Ireland, and America." It was followed by a second pamphlet entitled "Russia; by a Manchester Manufacturer." In these writings he advocated peace and retrenchment, and reprobated a panic fear of Russia. But he was soon to advocate more important reforms.The repulse of the French in their attack on Holland, and their repeated defeats in Belgium, which will be mentioned in the next chapter, induced the French Government to make overtures for peace with Britain, but in a secret and most singular way. Instead of an open proposal through some duly-accredited envoy, the proposals came through a Mr. John Salter, a public notary of Poplar. This notary delivered to Lord Grenville two letters from Lebrun the French Foreign Minister, dated the 2nd of April, stating that France was desirous to accommodate its differences with Britain, and, provided the idea was accepted, M. Marat should be sent over with full powers, on passports being duly forwarded. A Mr. John Matthews, of Biggin House, Surrey, attested that these notes were perfectly genuine, and had been signed in the presence of himself and Mr. John Salter. Lord Grenville, suspecting a correspondence coming through so extraordinary a medium, and believing that the design of the French was only to gain time, in order to recover their losses, took no notice of the letters. Moreover, as the Jacobins were then following up their attacks on the Girondists from day to day, he saw no prospect of any permanence of this party in power. In fact, they were expelled by the 2nd of June, and on the 22nd of that month Lebrun was in flight to avoid arrest. Marat arrived, but held no communications with Grenville, and very shortly returned to France. Soon afterwards came indirect overtures through Dumouriez to our ambassador, Lord Auckland, but they were too late. War had been declared.
The West India interest in the City held great meetings, and instructed their Parliamentary representatives for the coming contest. The Free Traders argued that the Government proposition was simply that the West India proprietors should receive 10s. per cwt. more for the sugar they sent here than the growers in any other part of the world could get. This was equivalent to a tax of 2,000,000 upon the people of Britain, because the West India landlords were alleged to be in distress, and could not cultivate their estates. It was, indeed, the old question of protection for the landed interest on the ground of peculiar burdens. The white population of the West Indies amounted only to about a tenth of the whole; and it was admitted that the free coloured people, forming the bulk of the community, had no interest in the proposed monopoly. Moreover, it had been shown by repeated experiment that these differential duties always defeated their own objects. The slave-grown sugar was simply exported first to the free country, and then to Britainthe British people paying in the enhanced cost of the article all the cost of this circuitous mode of supply.General Schuyler was hastening to support Ticonderoga, when, on reaching Saratoga, he was met by the news of this succession of defeats. He had, when joined by St. Clair and Long, who had been left to defend St. John's in vain, about five thousand men, the whole now of the northern army; but many of these were militia hastily called togethermany of them without armsmore, destitute of ammunition, and still more, of discipline. But Schuyler depended much more on the nature of the country which the British would have to traverse from this point than on his men. The whole region between Skenesborough and the Hudson was an almost unbroken wilderness. Wood Creek was navigable as far as Fort Anne; from Fort Anne to the Hudson, over an exceedingly rough country, covered with thick woods, and intersected by numerous streams and morasses, extended a single military road. Whilst Burgoyne halted a few days at Skenesborough to bring up the necessary supplies, Schuyler seized the opportunity to destroy the navigation of Wood Creek, by sinking impediments in its channel, and breaking up the bridges and causeways, of which there were fifty or more on the road from Fort Anne to Fort Edward. Had[241] Burgoyne been well informed, he would have fallen back on Ticonderoga, have embarked on Lake George, and proceeded to Fort George, whence there was a waggon-road to Fort Edward, the place he was aiming at. Instead of this, he determined on separating himself from his baggage and artillery, sending these, under General Philips, to Fort George, and proceeding with the main portion of the army across the rugged country that lay between himself and Fort Edward. On this route they had not only to contend with swamps swarming with mosquitoes, deep gullies, ravines, and rivulets, but to make temporary bridges to supply the place of those destroyed by Schuyler, and remove the trees felled by him. The weather, to add to their stupendous labour, was intensely hot; yet, surmounting everything, on the 30th of July Burgoyne and his army hailed with enthusiasm the sight of the Hudson, which they had thus reached through a series of brilliant successes.The Premier was at this time subjected to a great mortification in being compelled by the House of Commons, and public opinion out of doors, to cancel the appointment of the Marquis of Londonderry as ambassador to St. Petersburg. A deep sympathy with the oppressed Poles, and an abhorrence of the unrelenting despotism of Russia pervaded the public mind in the United Kingdom. The Marquis of Londonderry had distinguished himself by sympathies of an opposite kind, and had characterised the Poles as the Czar's rebellious subjects. It was generally felt that England could not be fairly represented at the Court of St. Petersburg by a man of such well-known sentiments. The press was loud in its condemnation of the appointment, and Mr. Sheil brought the subject before the House of Commons by moving that an Address be presented to his Majesty for a copy of the appointment. As Lord Stanley declared emphatically against the selection of the noble marquis for such a mission, it was evident that if Government had gone to a division they would have been defeated. Sir Robert Peel therefore gave way with a good grace, stating that the appointment had not been formally made out; and though the House seemed to be interfering unduly with the Royal Prerogative, he would not advise his Majesty to persist in it. The motion was then withdrawn, and when Lord Londonderry read the report of the debate in the papers next day, he immediately sent in his resignation. In announcing this in the House of Peers, he said: "Having but one object, and that to serve the king honestly and to the best of my ability, were I to depart from this country after what has passed in the House of Commons, I should feel myself, as a representative of his Majesty, placed in a new, false, and improper position. My efficiency would be impaired, and it would be impossible for me to fill the office to which I have been called with proper dignity or effect. Upon these grounds, I have now to announce that no consideration will induce me to accept the office which his Majesty has been graciously pleased to confer on me."Gradually, however, a more refined tone was diffusing itself. The example of the head of the nation had not been without its effect. The higher classes abandoned Ranelagh and Vauxhall to the middle and lower classes, if they did not abandon their theatre, opera, and rout. But the theatres, too, became more decorous, and the spread of what had been called Methodism began to reach the higher classes through such men as Wilberforce, and such women as the Countess of Huntingdon and Hannah More. The most palpable drawback to this better state of sentiment and manners was the profligacy of the Prince of Wales and his associates. But towards the end of the reign a decided improvement in both manners and morals had taken place. The momentous events passing over the world, and in which Great Britain had the principal agency, seemed to have rooted out much frivolity, and given a soberer and higher tone to the public mind. The spread of a purer and more humane literature baptised the community with a new and better spirit; art added its refinements, and religion its restraints. The efforts to introduce education amongst the people had begun, and the lowest amusements of dog-fighting, cock-fighting, and bull-baiting were discouraged and put down. The new birth of science, art, literature, and manufactures was accompanied by a new birth of morals, taste, and sentiment, and this, happily, was a true birth; and the growth of what was then born has been proceeding ever since.
